The fact ..rather the reality of the satuation is that the UN pobably will NOT achieve the disarment of HUTU rebels in DRC Congo. Hutu rebels will act to secure their interest with or without the Intervention of the UN. On the other hand, Presdent Kagame will act to secure the interest of Rwanda...and what does all this add up to? ..that the so called UN Security council resolution is pretty much irrelevants !

The Rwandan president's position presents a clear danger.
The leader of one of the most powerful armies in the region is strongly implying that if the UN does not achieve the disarmament of the rebels, he will - maybe by force.
Mr Kagame says he is trying to prevent a new genocide. That may be true, but his tough position also throws into question UN plans for peace in the central African region.
