Dr Kizza Besigye's brother, Mr Joseph Musasizi commonly known as Saasi, who was arrested on Tuesday, has said he was forced to sign a false confession statement while in military custody.

His lawyer, Mr Yusuf Nsibambi, said Musasizi told him that after the arrest, the CMI took him to Summit View in Kololo where they interrogated him for about six hours up to 9 pm and ordered him to sign a statement, which he was not allowed to read.

Nsibambi said Musasizi told him yesterday that while at Summit View, the CMI had interrogated him about terrorism and subversive activities and the statement they forced him to sign must have contained those allegations.

He said CMI transferred Musasizi from Summit View on Tuesday night to the Central Police Station.

He said Musasizi told him that while CMI operatives were transferring him from CPS to CID headquarters, they asked him to admit the charges of treason and he would be granted amnesty.

He said Musasizi had not eaten anything since the arrest until police gave him a soda, a cake and an egg at CID headquarters at about 10 am yesterday.

Musasizi's wife Christine Musasizi told The Monitor last evening that she had gone to CPS to take food and clothes to her husband, but police said they were under strict instructions not to allow any relative or friend see him.

The police spokesman, Mr Assuman Mugenyi, and the acting CMI chief Lt. Col. James Mugira could not be reached for a comment. A senior police officer said Musasizi was likely to be charged with treason today.

The CMI has been accused several times of extracting forced confessions from political detainees through torture. In 2002, a political detainee, Mr Patrick Mamenero, died in CMI custody. The postmortem showed he died of a head injury occasioned by a brunt object.

The Chief of Military Intelligence Col. Noble Mayombo has never explained the death. Besigye yesterday said he was not surprised at the arrest of his brother calling it a terror campaign by the state.

"I am not surprised at that. He has been arrested before," Besigye told The Monitor by telephone from South Africa yesterday.

"I for one have never heard of any attack on any person by the People's Redemption Army. From my own assessment, it is an organ conceived and propagated by the Ugandan regime for purposes of suppressing and oppressing the population and terrorising it," Besigye said.

Besigye said many people have been arrested for allegedly being PRA rebels, "but no one has been tried for treason. It is part of the state terror machine. Many have been paraded, but what has happened to them? Anyone can pick anyone and claim they are rebels," he said.
