No doubt...Kaguta and his abaMovementi are pretty much good at manufacturing the so called rebel force..and then he proceed to fight them! . Kaguta manufactured one called FOBA (Force Obote Back) many UPC members were arrested tortured and murdered because they allegedly belonged to FOBA.
And now Museveni has yet another one called PRA ... I hear Peoples Redemption Army..and now as the music is playing alleged Redemption Army Operatives are being summarily rounded up and charged with "treason"
