ARUA - The Chief of Military Intelligence, Lt. Col James Mugira, yesterday said the eight suspects of the People's Redemption Army rebels, arrested in Koboko, were trained in Rwanda.

"These suspects have told us they were trained in Kabuga, Rwanda and that it's Col Kizza Besigye, [Samson] Mande and Kyakabale who are their bosses," Mugira told journalists at Arua Barracks where he paraded the suspects with 76 SMGs and 24 antipersonnel mines.

The suspects include; Capt. James Katabazi, formerly with the UPDF (Rukungiri), Mr Frank Atukunda (Ntungamo), Mr Godfrey Mwembezi (Bushenyi), Mr Maiga Abubakar, a retired Idi Amin's soldier, Mr Jackson Jurua, working with URA and a former Uganda Airline manager Mr James Kabuga (Arua). Others are Mr Umar Issa (Koboko), Mr Babuko Achikulu, Mr Amir (Koboko).
Their alleged leaders Mande and Kyakabale are exiled in Sweden while Besigye is in South Africa. Mugira said, at the time of arrest, the suspects had bought arms from southern Sudan, Yumbe and Koboko and were to ship them to Ituri region in northeastern Congo.
"We would like to warn all those in and outside Uganda, who think they can destabilise this country to know that we have all the means to stop them. These suspects thought we would not get in a district like Koboko," Mugira said.

directive to the people of Yumbe to hand in illegal arms. The cash for arms programme ended so they should voluntarily hand in the guns," he said. The Rwanda Government's spokesman, Mr Joseph Bideri, promised to comment. But by press time he had not.
Mugira said the governments of Uganda and Rwanda were "handling these issues through an established mechanism (the Joint Verification Committee) which has registered a lot of success." He said a CMI and JAT-lead operation to recover more guns was underway. CMI this week arrested Mr Joseph Musasizi, a brother to Col. Kizza Besigye, accusing him of bankrolling the PRA.
The government accuses Besigye of recruiting PRA rebels to fight it. Besigye says the government is using such accusations to persecute political opponents.
