MPs advise govt on transition, federo

PARLIAMENT - Members of Parliament have advised the government not to tamper with the proposal on the federal system and the regional governments during the political transition process.
They said such issues would jeopardise the process and create tension.
The MPs also called on the government to review the White Paper proposal on compulsory land acquisition by the government for investment purposes.
This was during a meeting between members of the Parliamentary Committee on Legal and the National Political Commissar, Dr Crispus Kiyonga.
The NPC was presenting his views on the Ssempebwa Constitutional Committee�s Review report being scrutinised by the House Committee.
At a meeting chaired by the MP for Omoro County, Mr Jacob Oulanyah, the MPs asked the government to put aside the White Paper proposal on the federal system and the regional governments.
�We should not mix the transition process with these other sensitive issues that would cause tension and commotion among the population. Is there a way Cabinet could review this matter?� Oulanyah asked the NPC.
The legislators further advised the executive to avoid making the President to dissolve Parliament when he disagrees with it or abolish courts when he differs with the Judges.
Earlier, the NPC had said that Judges should be appointed on a temporary basis, until they prove they are capable of handling the challenge.
Kiyonga said the area for reforms in the judiciary calls for further thinking.
�Our Constitution requires the Judiciary, the President and Parliament to be sensitive to the aspirations, values and norms of the people,� he said.
He said in the judiciary, there is no clear and direct mechanism to ensure that Judges are constantly reminded of the people's aspirations and desires.
