So now the bold headed one, Yosweri Mucebeni Kaguta , wants to send Ugandan troops to I hear "keep peace In Mogadishu Somalia" the wise say: that which has defeated the men (USA) the boys (ugandans) cannot manage!!!! Indeed, Museveni is probably reaping Millions of dollars  from the the AU ( and the so called members of the International Community) as "funds needed to maintain Ugandan Troops in Mogadishu...which monies Museveni  and his NRM are  probably pocketing  .

The Peace and Security Council (PSC) of the African Union (AU), at its twenty-Second meeting, held on 5 January 2005, adopted the following decision on the situation in Somalia:

1. Welcomes the establishment of the Transitional Federal Government of Somalia and takes note of its commitment to relocate to Somalia as soon as possible and recognizes the need to create the necessary conditions for such relocation;

2. Accepts in principle the deployment of an AU Peace Support Mission in Somalia, based on its previous decisions and the recommendations of the Nairobi Experts Meeting held on 15 - 16 December 2004 to support the Transitional Federal Institutions. In this regard, Council welcomes the offer by the Government of Uganda to contribute troops to the African Mission to be deployed in Somalia. Council requests the Commission to submit to it recommendations on the mandate, size, structure, tasks and funding requirements for such a Mission;

3. Approves, in the meantime, the establishment of an AU Advance Mission to be based in Nairobi that will ensure liaison with the Transitional Federal Government, IGAD and other parties and undertake all necessary preparatory steps for the deployment of an AU Peace Support Mission in Somalia as early as possible;

4. Calls upon the Transitional Federal Government of Somalia to effect appropriate arrangements and or such necessary legislative enactments, including security arrangements, in order to facilitate the deployment of an African Union Peace Support Mission in Somalia;

5. Requests AU Member States to extend full support to the Transitional Federal Government in its efforts to establish the Police Force and Army for Somalia and to make effective the functioning of the transitional institutions;

6. Requests the AU Member States, the IGAD Partners Forum, the European Union, the League of Arab States, the United Nations and the rest of the international community to provide the necessary support to ensure the effective implementation of disarmament, demobilization and reintegration as well as post-conflict reconstruction in Somalia.
