Peace Deal Eludes Negotiators in Northern Uganda

Hopes that a permanent ceasefire agreement would be signed were dashed last week as negotiators from the government and Lord's Resistance Army failed to make headway in resolving a conflict that has raged in northern Uganda since 1988. President Yoweri Museveni said the army would resume operations, ending a unilateral government ceasefire.
