I pretty much doubt if there is going to be any genuine "peace Negotiations" between  'Kony" and Museveni's NRM military dictatorship because:
 
a) I am among one of the many Ugandans  who sincerly believe that the so called "kony" phenominon" is but a creation of the NRM Military dictatorship.  In otherwords,  "kony" is the UPDF.  That said, how then can the UPDF  conduct 'mnegotiations" with it's self? Impossible right?
b) secondly, even if  "kony" exists,  you would agree with me that it is only a lunatic who  would  shot  the very party with whom  he is suppose to negotiate "peace"..a move which Museveni's dictatorship  has been taking against "kony"..how then can Museveni  creat trust between the regime and Kony" if he goes around shoting "rebels"
c) that the 20 year war in Northern Uganda , has claim many lives and created many destitutes in Northern and Eastern Uganda, is but a fact for which the  people of Uganda, if anything, must hold the NRM ( with it''s sycophants likes Kabwegere) responsible.  Indeed this war monger in the NRM  must be tried for crimes  against Humanity  even as the germans were tried in Nuremburg, Germany. ..and if found guilty. many should face the gulotin!!

Indeed the very 'rebels" who are supposingly negotiating  "peace"
with  Museveni , end  up shoot by the UPDF.. With gee Museveni

Can the LRA and the NRM sit down and talk like what just transpired
in Sudan? Differences aside this war is killing innocent people and
somehow the African Union must intervene otherwise more people will
be killed in a crossfire. But wait a minute read this article...

Uganda: Sudan deal hardens Museveni's stance on LRA


Nairobi - The peace deal between the government of Sudan and the
Sudan People's Liberation Army (SPLA) is the main cause of the
failure of talks between the Uganda government and the rebel Lord's
Resistance Army (LRA).

Politicians and residents of Gulu and Kitgum in northern Uganda said
that recent successes against the LRA rebels by the Uganda People's
Defence Forces (UPDF) and the Sudan peace deal - which denies the
LRA a ba se in southern Sudan - had made government less willing to
soften its conditions for the ceasefire agreement.

Other factors contributing to the failure are the absence at the
talks of the top LRA commanders such as Vincent Otti, Charles
Odhiambo, Rauska Lukwya, Onen Kamudul and Ocan Bunya.

"We're seeing a possibility where the government will not push for
the peace talks if the LRA continues to violate the ceasefire;
instead, they will go ahead with the military option since Sudan
will no longer host the rebels," said Vincent Odongkara, a
businessman in Gulu.

Cecilia Ogwal, chairperson of the Uganda People's Congress
mobilisation committee and MP for Lira Municipality in northern
Uganda, said both the government and the rebels were operating
from "hot positions," she explained. " Kony cannot operate now in
southern Sudan and neither can he do so easily from Uganda. The
government also has to fulfil the promise it made in March 2004 to
end the war within two months."

Experts and donors say the government believes that the military
option against the rebels - which forced about 40 rebel commanders
to surrender last year - will yield more success this year with the
Sudan peace deal in place.

However, Army spokesman Maj Shaban Bantariza said, "It was the
rebels who first violated the ceasefire agreement. They killed our
intelligence officer, they attacked civilians in Atiak and killed 12
women in Pabbo. The Sudan peace agreement is a positive contribution
for both Sudan and Uganda, but that is not to say that UPDF will
desert the talks for it," said Maj Bantariza.

State Minister for Defence Ruth Nankabirwa said the Sudan peace
agreement would help Uganda's war against the rebels, who have
traumatised the people of northern Uganda for 18 years.

A diplomat in Kampala who has been following the progress of the
talks said that the main factor that led to the break down of the
initiative was that the leaders of the two sides - President Yoweri
Museveni and rebel leader Joseph Kony - were not present. It was a
meeting made up of juniors, he said.

"None of the top leaders on both sides were present. Kony, Otti,
Odhiambo and Kapere from the rebel side did not attend. Instead, it
was LRA spokesman Sam Kolo who came out to meet Internal Affairs
Minister Dr Ruhakana Rugunda," said the envoy. It was the
announcement by Kolo that he would have to consult with his
superiors that led to the resumption of hostilities.

"Although Dr Rugunda is a good negotiator, he should have gone there
with people like Defence Minister Amama Mbabazi and Maj General
Salim Saleh, who have been involved in other peace talks," said Sam
Okello, a resident of Kitgum.

The Uganda parliament and the donor community wanted the north
declared a disaster area af ter the February 25 Barlonyo massacre in
which LRA rebels killed more than 200 internally displaced people.

However, President Museveni was reluctant to declare the region a
disaster area, saying the rebels would be defeated through the
military option.

Observers were optimistic that the war would end soon when, on
December 7, the LRA met with a cross-section of Acholi elders and
cultural leaders, leading to another meeting on December 24.

The meeting on December 28 with a much bigger group, including
Members of Parliament, religious and government leaders, was the
most important in 10 years.

But the announcement that a peace agreement would be signed on
December 31 was premature and, according to analysts, led to the
breakdown of the talks.

They said the announcement was one-sided as the conditions set by
the government amounted to orders and were not a position agreed on
by both sides.

The government did not want to disclose the conditions even to the
religious leaders, who said they had failed to get the contents of
the agreement that it wanted the rebels to sign.

However, Father Carlos Rodriguez of the Catholic church in Gulu was
optimistic that the talks would resume. "It is just a setback. These
things happen in all peace processes and there will be more
setbacks, but we have reached a point where the things that divided
us have been overcome," he said. "It might have been more realistic
if they had given it more time," Fr Carlos said. "You don't expect a
conflict that has lasted 18 years to come to an end in a matter of
weeks."

Betty Bigombe, former Minister of State in charge of Pacification of
Northern Uganda, who brokered the peace talks, also said last week
that in spite of the commencement of the hostilities, there was
still hope of a ceasefire agreement being signed.

In 2002, th e government set conditions for a ceasefire, including an
end to abductions, the release of all abducted children, and no more
extermination of families of abductees who escaped and attacks on
government troops.

Since Uganda and Sudan signed the Nairobi peace agreement in July
2004 to stop supporting the LRA and SPLA, the war in northern Uganda
has taken a new turn.

The UPDF was given a mandate by the Sudan government in 2004 to hunt
down Kony beyond the red line.

This helped to weaken the rebellion and, by November 2004, about 40
rebel commanders had surrendered to government forces.
