The fact is that Museveni with his NRM were never seriously intended  to conduct any meaningfull "peace talks " with the so called "Kony" rebels.  Indeed, Some of us, thought it was pretty much riduculus for Museveni  to insist on the so called two prong initiative to engage the "rebels" . One cannot be for Military conquest  at the some time  be for peace.This is virtually impossible..  One is either for peace or one is for war. ...... and if you have been fighting a war for 19 years( as Museveni has) without any success, any smart invdividual would have long concluded that engaging in more  military conquest is does not bring any hope to our people.   Only Museveni ( with his deranged mind) seem to think that after fighting a war for 19 years without any success..a few more years of fighting wars will somehow bring about success!!! Indeed Museveni cares not about the consequencies of his wars on the people of Uganda. over 1.2 Millions Ugandans are living in very deplorable conditions in the numerous NRM run concentrations camps in Northern and Eastern Uganda. Many of our young fellow citizens in northern and eastern Uganda cannot go to school implying that their future is pretty much doomed. matek ============================================= Bigombe goes back to USA

PEACE BROKER: Bigombe CHIEF peace broker Betty Bigombe flew back to the US on Saturday, report Emmy Allio and Chris Ochowun. Her fellow LRA rebel mediator, the former British High Commission military attach�, Lt. Col. Chris Wilton, has also checked out of Gulu�s Acholi Inn where he had been staying. The British High Commission officials said Wilton would remain in Uganda to help Bigombe in peace mediation process. Britain, Norway and Netherlands are sponsoring the mediation team. Bigombe works with the World Bank. Bigombe described the surrender of Sam Kolo on February 16 as a setback to the peace process. Kolo fled after Otti attempted to kill him. Angered by the surrender of Kolo and Onen Kamdulu, another rebel commander, the LRA recently staged several raids on displaced persons� camps and cut off civilians� lips. Internal affairs minister Dr. Ruhakana Rugunda (right) allayed fears that Bigombe�s departure meant the end of the peace proce ss. Rugunda said the process was on course and added, �We have contacts with the LRA.� �Bigombe told me that she was travelling to the US to visit her family for a few days. She will be back and resume the mediation process,� Rugunda said. He said patience was needed if peace was to be achieved. �It is not easy to sum up the peace process in a few days for a war which has lasted 18 years,� he said. A week ago, Vincent Otti, the LRA�s� new head of the negotiators, fled to Sudan to meet his commander Joseph Kony and army chief Odhiambo at southern Sudan�s Katire plains.
