I concur with the observation that the so called Uganda Parliament has already been manipulated so much so that members of Parliament will most definately vote for an amendment to the Uganda Constitution which would then allow Museveni to run for his so called Third term in Office. Indeed, the Museveni's NRM has already offered ..rather bribed members of the Uganda Parliament with 5,000 US Dollars each in Exchange Members of Parliament are expected to vote yeah to amend the constitution. Should this happen... , the writting is already on the wall, our country will be plunged into another circle of political violence to encampass this time southern and western Uganda.

THERE is growing concern that parliament is being manipulated by the government so that MPs vote in its favour during the constitutional amendment process, the coordinator Uganda Joint Christian Council (UJCC) has said.

The Rev. Grace Kaiso told the parliamentary committee on rules, discipline and privileges that a number of people they had talked to were of the view that if an open voting system was adopted, MPs could easily be monitored and could therefore be offered money in return for votes.

"We should not imagine that we are a society that is immune to intimidation and bribery. Parliament has been marred by activities which bring its integrity into question. Given that the proposals for amending a method of voting are being made against the background of bribes to MPs, there is a feeling within the population that parliament is being manipulated and intimidated to deliver changes in favour of the Government," Kaiso said.

He added, "Let us first reach the level of appreciating divergent views. If you want to maintain your integrity, the only card you have is to maintain secret voting."

Kaiso led a UJCC delegation on Thursday to present their views on a motion seeking to scrap secret voting in parliament.
