| DHARAM SHOURIE UNITED NATIONS, JULY 26 (PTI)
The UN Security Council today unanimously voted a series of measures, including establishment of a comprehensive monitoring and reporting mechanism, to protect children in armed conflict. The mechanism will monitor violations of children rights, including their recruitment as soldiers, by all parties, such as the governments and rebels, in conflict situations and report back to the 15-member Council for possible action. The mechanism comprises UN task forces to be established in phases in conflict-affected countries to monitor the conduct of all parties and report back to the central task force based at the United Nations headquarters. Their reports could trigger action by the Council. The task forces would especially monitor killing or maiming of children, their recruitment as child soldiers, attacks against schools and hospitals, rape and other sexual violence and abduction of children and denial of humanitarian access to them. Among
the 54
offending parties to be monitored include Sri Lanka's LTTE, the Communist Party of Nepal-Maoist (CPN-Maoist) which is fighting government forces, Janjaweed militias in Sudan which are accused to killing, raping and burning villages and crops of black African residents in Darfur, government forces in Myanmar, Uganda and Democratic Republic of Congo (DRC) and Karen Liberation Army in Myanmar. | |
