Kaguta has been telling the people of Uganda and Members of the International Community for now 20 years that "kony Rebels" has been defeated...and that the people now living in the camps of Northern and Eastern Uganda will soon go home. But then as we have all witness time and time again, Kaguta's Promises amount to nothing!!!
Indeed, Ugandans and members of the International Commuinty have learnt to dismiss Kaguta comments never taking it seriously.
Kaguta's comments, it would appear, can best be described as that
of
a disillusionary dictator who seems to be living in a Plato Cave. ( as in dream world)
