Museveni and his Bahima/Tustis tribemens always had an agenda regarding the Northern Issue.. In Tanzania Museveni would openly proclaim.. that quote "we are tired of this O's" this people are backwards..Kaguta also  stated that   these people  ( Northerners) do not deserve  to be threated  Like Human  Beingss...
 
 
We shall kill  them  like  Nnsenene trapped in a bottle...we murder this biolgical substance.. we murder them thoroughly..all this comment from someone who calls himself a national Head of State.... No wonder the war in Northern Uganda Continues... My anlysis is that more is yet to come.. the divide between north and south is permanent..thanks to NRM Military dictatorship...Only God can now save us.
 
Regarding the killis and mass massacre... my take is that with Museveni in power for another six years... the massacres are about to be exported to other areas of Uganda ..including  Western Uganda.. I was talking to a Ugandan from Northern region...who stated that the People In western Uganda particularly in Museveni Village also derserve to be internned in Concentration camps.. let them, the fellow stated, test their own medcine!!! pray for our country ..we are definately heading to a journey of No return.. once the chips start falling!

I was reading a very interesting scholarly analysis of the war in
Northern Uganda. 'Thought I share this snippet with you. This plus
Andrew Mwenda's also very academic analysis makes a good case for
North-South divide along Karuma. It is interesting to be 32, and look
back and understand what was going on around me when I was 11.

Very interesting that Prof. Gingyera-Pinycwa prophesized this in 1987.

...What has returned to haunt Uganda with a devastating force is the
ominous question now become prophetic, "Is there a Northern
Question?" that Prof. Gingyera-Pinycwa, an academic from Northern
Uganda, posed in his contribution to an International Conflict
Resolution Conference at Makerere University, Kampala, in September
1987:


"I personally had the opportunity of discussing the topic with a
number of Northern friends living in Kampala…many feared that there
was an apparently deliberate plot to dislodge or exclude Northerners
from positions they held in Government and parastatal bodies merely
because they were from the North, so they could be replaced by
Southerners. …Still others reported rumors of such bizarre plans as
to localize all education below the tertiary level, such that instead
of being able to attend prestigious and well established secondary
schools in and around Kampala…one's child, irrespective of his or her
merit, would have to attend the local so-called "Third World" school
near one's village… in the North…if policies of this type by some
misfortune should come to prevail, …Is it necessary to add to this
what should be obvious, namely, that the adoption of such policies
would push us inexorably to what I presume no one wishes Uganda to
have: a serious "Northern Question" at par more or less with such
other contemporary issues as the "Southern Sudan Question",
the "Palestinian Question", the "Black Question" in Apartheid South
Africa" [emphasis added]


There is now a serious "Northern Question" nineteen years after
President Museveni came to power and declared that "no one should
think that what is happening today is a mere change of guards: it is
a fundamental change in the politics of our country".

Nowhere is this better demonstrated than in education, which today
provides the barometer of the marginalization of Northern Uganda.
This was only "rumored" nearly twenty years ago when, according to
Prof Gingyera Pinycwa above, Northern elite living in Kampala
reported "rumors of bizarre plans to localize education" to limit
opportunities for Northern Ugandan children.....
