Uganda: More People Have Died in IDPCs - Mao

GULU LC5 Chairman, Mr Norbert Mao, yesterday said more people in
the war-ravaged northern Uganda have died in Internally Peoples Displaced Camps than at the hands of warlord Joseph Kony.
"Deaths as a result of the forced displacement of people in camps has surpassed the number of people killed in all massacres carried out by Joseph Kony," Mao said during a workshop on the implementation of Uganda's national policy for IDPs at Hotel Africana.
Mao said, "If Kony's aim was to kill as many Acholis as possible, then he has won after government forced people into camps. If Kony was after ethnocide, then he has achieved it."
During his impassioned speech titled, 'Access to justice and combating impunity' Mao said the best way a government can fight impunity is to be ready for change.
"We thought term limits would do the trick but that is no more," Mao said.
He said as a process of healing the wounds
in northern post-conflict era, a truth and reconciliation commission should be set up.

"If we don't have this we shall have a subversion of the Justice system where people will take the law in their hands," he said.
Mao labeled accusations against government saying it is not only the LRA that has committed atrocities in the region.
"Not all the skulls are a result of the LRA," Mao said.
