It just might be the best chance for peace in Northern Uganda in years. The Ugandan government has agreed to send a delegation to Juba, in Southern Sudan, to negotiate with members of the Lord's Resistance Army. The rebel group has been terrorizing residents of Northern Uganda and southern Sudan for two decades. Three previous attempts to negotiate with the L-R-A have failed. Now its leader, Joseph Kony, and four of his deputies have been indicted by the International Criminal Court for war crimes. But the Ugandan president has said that if the peace talks are successful and Mr. Kony abandons terrorism, he will offer the rebel leader amnesty.
