BETWEEN 1.7 and 2 million people in northern Uganda remain internally displaced as a result of
the LRA insurgency, the Internal Displacement Monitoring Centre (iDMC) has said.
The report said attacks by Karimojong warriors had resulted in fresh displacement in eastern Uganda.
"While the number of attacks on civilians has decreased, LRA rebels continue to maintain a presence in northern Uganda, leaving the overall security situation fluid and unpredictable.

"Abuses of civilians continue to be committed by the Ugandan military and in particular by local defence units," read the report. A Ministry of Health survey of July 2005 revealed alarmingly high mortality rates in IDP camps, but the Government disputed the results of the study.
The iDMC report said the outcome of the February
polls, which were won by President Yoweri Museveni despite the majority of voters in the north voting for the opposition candidate, illustrated the political divide between the north and south.
Peace talks were initiated between the LRA and the Government, yet the commitment by both sides to the talks remained unclear.
