Why can't France issue arrest warrant for Ugandans too?

arrested Lt. Col. Rose Kabuye for her alleged role in the 1994 assassination
of President Juvenal Habyarimana

Meanwhile, the jury is out, leaving the French and German governments
standing at crossroads in the history of Africa. Time will deliver a
judgement on whether they are the most revered or reviled in post-colonial
Africa.

For now, thanks to their apparent ingenuity, millions of Ugandans who lost
their loved ones to politically motivated violence must be following Rose
Kabuye's case with envy. Why?

No one is, or should be above the law, especially the law against murder.
After all, Article 6 on the United Nations International Covenant on Civil
and Political Rights is very explicit: "Every human being has the inherent
right to life. This right shall be protected by law. No one shall be
arbitrarily deprived of his life."

Yet, in Uganda several serving and retired officials of the Movement
government seem to have got away, literally, with mass murder, despite the
existence of eye witnesses to, and well-document evidence of these alleged
crimes, some of which are deposited with the United Nations, no less.
Consider the following.

The 2002 UN report on the illegal exploitation of the DR Congo natural
resources stated, explicitly, that "high-ranking UPDF officers" including
Lt. Gen. (Ret.) Salim Saleh, Maj. Gen. James Kazini, the Chief of Military
Intelligence, Col. Noble Mayombo , Col. Kahinda Otafiire and Col. Peter
Karim are the key figures elite network operating out of Uganda"

Paragraph 102 of the report states: "In anticipation of the withdrawal by
the UPDF, a paramilitary force is being trained under the personal authority
of Lt. Gen. Saleh which, is expected to continue to facilitate the
commercial activities of UPDF officers after UPDF have departed."

Based on this report, on December 19, 2005, the International Court of
Justice (ICJ) ordered Uganda to pay $6-10 billion to the DR Congo in
compensation for "war crimes, crimes against humanity and illegal
exploitation of its natural resources".
Yet more and equally damning evidence of atrocities committed by the UPDF
within Uganda is also available.

In January 1987, according to the Standard newspaper of Kenya, the then
National Resistance Army (NRA), now baptised the Uganda People's Defence
Forces (UPDF), was involved in the murder of more than 600 civilians at
Corner Kilak, in Acholi
Three months later, in Achol Pii settlement in Pader district, the NRA was
also reported to have murdered over 800 men, women and children who were
accused of collaborating with the Lord's Resistance Army rebels.

In the same month, at Bur Coro, also in Acholi, the NRA was reported to have
killed 350 "rebels" armed with sticks!
And in August 2008, Gen. Museveni apologised for the July 1989 massacre by
the NRA of some 100 civilians suspected to be supporters of Peter Otai's
Uganda People's Army (UPA) rebels at Mukura.

He apologised for the murders to residents of Ngora County, where Mukura is
located, and instructed the Minister for the Presidency, Beatrice Wabudeya,
to ensure the victims are fully compensated.

This catalogue of heinous crimes raises questions for the French government,
which is one of the five permanent members of the United Nations Security
Council.

Why have they not issued arrest warrants for Ugandan officials for their
alleged roles in crimes against humanity both in Uganda and the DRC?

What more evidence do they need for 1989 murders by the NRA of civilian in
Teso than Gen. Musevni's apology and offer of compensation for the lives
lost?

Where and when in modern times have cases of mass murder been settled with
an apology and a promise of compensation. What moral, material or monetary
value can be placed on a human life?

Will the French government accept an apology and offer of some bags of
coffee beans from Rwanda in compensation for Rose Kabuye's alleged role in
the 1994 assassination of former president Juvénal Habyarimana?

But are the French persecuting Rose Kabuye for the assassination of former
president Juvénal Habyarimana, or for the deaths of the two French pilots
who were flying his French-made Falcon 50 jet?

Isn't it why they will never issue arrest warrants for Ugandans officials
implicated the mass murders in Achol Pii, Corner Kilak, Bur Coro, Mukura and
the DRC?
