Just for the education of Ugandans
Bank of Uganda has US dollars and a whole whack of it. Uganda commercial
bank used to have US dollars. And if you are among the class that is
protected in UAH for example, you surely can access that kind of figures it
is not that much in a state. Iddi Amin used to drive with a whole bunch of
American Dollars that some projects that people like the Minister of
disaster preparedness stole were taken in cash. So Israel Kintus statement
that this did not happen for this is too much money is total nonsense. We
have reports for example that Gen Salim Saleh is among Ugandans that are
allowed to get money out of bank of Uganda from a non-Bank account, so tell
me how much he is able to access?

The question perhaps is not whether there are banks but to ask the simple
question that when and from which bank was $700k drawn and by whom? I bet
you it did not happen.
You have heard the stories of Ugandan "diplomats" caught trafficking drugs
and cash? These included assistants to Gen Kaguta and Gen Saleh. I call them
diplomats because they tend to travel on diplomatic passports
notwithstanding that the Min of Foreign Affairs has no record of these
people.
To cut a long story short, the 'inner circle' for wont of a better
description has been collecting hard cash from criminal trafficking, which
is then kept under the bed until an opportunity to launder presents itself.
As you may have guessed the $430 allegedly recovered is now supposedly clean
money and it will be banked but not on State House account.
These people would be such a joke if it were so. For consider this:
hospitals are without medicine and civil servants have not been paid yet
State House is at the same time trusting $700k into the hands of a junior
official to keep at home for a year until the money was "stolen". Not
forgetting that State House did go back to Parliament last year to ask for
more money.
The truth though is that State House is a 'clearing house' for all the dirty
money - that is the story. Talk of a criminal state and you have found one.

large sum of money, and we do have banks plenty.....
