Ugandas occupancy in Somalia is not a news report it is a fact of life. And
the only way we as Ugandans that do not believe into occupying neighboring
states we honestly deserve a better foreign policy from Musevenis
government. And for so many reasons, one of those days when you are old, the
Somali kids are going to attack your children with a class action for the
deaths we have caused in their country today. We are spending money in
Somalia we would use to build the infrastructure in our country with
absolutely no expectations. What will you feel if Museveni gets Angolan army
and sets them into Kumi let alone Tirinyi today sir? But why should they?
So we go back and use our heads once in life time and demand Uganda
government to pull the troops out of Somalia for Uganda is not a world
Police. And when we fail to make it pull out we back the opposition partys
like UPC to raise up and above and push this government to change from day
light militarism, for that is the UPCs job as a party in opposition.
Unfortunately we are at a situation today where Museveni attacks countries
and Olara Otunu claps his hands. You said it yourself, UPC does not have a
foreign policy sir. I have followed UPC politics for a reasonable time and I
have never heard such a terrible statement from its members. It builds an
understanding that UPC actually has had a problem from way long ago for all
along it has been a party that stands up and state what it believes into
and what it is bringing/selling to the country. Under Olara Otunu, UPC does
not have a foreign policy, and it does not get involved into stupid by
elections.

Party policies are not based on news reports, unless, of course, you would
prefer that UPC policy be made on a whim. Secondly, linking the reported oil
interest by UK and Norway in Somalia to your earlier attack on UPC/Otunnu
does little to this debate. It's akin to introducing new evidence before an
appellate court.
Now, to Oryema;
You say it's misleading to call the removal of Idi Amin by the Tanzanians "a
liberation" 30 years later because of subsequent developments in Uganda.
Well, if your family or friends helped pay for your dowry and subsequently
you experience hardship in begetting a child, are you going to blame them
for that?
The Tanzanians gave us a chance and we squandered it. Their sacrifice should
not be diminished by our failure to seize that opportunity and make
something for ourselves.

And we have reliable reports that United Kingdom and Norway are drilling oil
from Somalia, this man has been in power this long for to him anything the
west wants takes, so he gets protected. It is very mind boggling if the UPC
we have in Uganda House today does not go after this government and wonder
why our soldiers are even there. The reasoning of Edward Pojim must worry
many of us if it is the caricature Olara Otunu has planted in the party for
who is going to hold Museveni accountable if the opposition takes such a
stand? It is very strange that Pojim believes that Museveni cares about the
democracy in Somalia, that must never be expected to come from him, but here
we are.
One wonders what other part of Museveni Olara Otunu defines as democratic.

Saying that the removal of Iddi Amin in 1979 was a liberation more than 30
years later is misleading. In the short term at the most two weeks, yes
getting rid of Amin would be considered some sort of liberation, but it the
long term as we have witnessed in the last 30 years it was a disaster than
liberation. It was jumping from the frying pan to the fire itself. Consider
the destruction in Luweero which went on for 5 years, then the mayhem in the
north of Uganda, the collapse of social infrastructure ranging from
hospitals to schools, roads etc. The failure to establish a political system
that accommodates every political view as well as political organizations be
it political parties or pressure groups. Then the gunning down of
demonstrators on the streets of Kampala, the looting in the Congo, the
corruption which has invaded every fabric of society and to crown it all a
"One Man Rule For Twenty Five Years" To call this liberation is very
misleading and confusing indeed! It is like removing a baby Cobra out of
your bed room and replaying it with well grown and mature Black Mamba and
Cobra as well as introducing anaconda a South American habitat to a land one
time called the "Pearl"
I feel for those who lost their lives in the chopper crash and my sympathy
goes to the families. But the blame should not be Mount Kirinyaga (Kenya),
but at the doorsteps of President of Uganda. The involvement of Uganda in
the Somali war serves no purpose than Museveni's war adventure and mongering
in the East Africa region...If countries like South Africa with better
equipped and trained military cannot be involved, why Uganda!

As you may know, I do not speak for UPC or any other political party in
Uganda. However, I still have to respond to your instistence that UPC must
have a policy on Uganda's engagement in Somalia.
Uganda is in Somalia as part of a UN-funded, multi-national coalition to
help stablize that country. Our involvement was not because Uganda has any
selfish reason of being there, like conquest, looting, etc. Believe it or
not, the lawlessness that had taken over Somalia had spread to all over East
Africa, and had had the potential to permeate down to every level of our
society. This had to be stopped.
Now, pause fo the benefit of self education and answer this question: where
would Uganda be if Tanzania and Nyerere had not intervened on our behalf and
kicked out dictator Idi Amin? Irrespective of the political prizm through
which you recall our political history, Nyerere's determination and
Tanzania's sacrifice in human lives and material costs, saved us.
Similarly, Museveni's undertaking in Somalia has saved millions of
Somalians.
As a ruling party, UPC co-founded the OAU (the precursor to the current AU)
and was a well-respected member of the UN, the Non-Aligned Movement and
other regional organizations. The responsibility that comes with those
prominent roles in world affairs calls us to act when called upon.
It would be foolish for UPC and any opposition party for that matter to hold
a permanent statement of belief (policy) on such fleeting engagements as the
war in Somalia or anywhere else.
Someone here mentioned the case of America's political parties and their
"policies" on the wars in Iraq and Afghansistan. There's no such policy
because the troops out there do not come from a specific political party.
There are, however, some politicians among these parties who loudly express
their opposition to those wars.
