Giles Muhame
Youre giving me an argument that is really outside my concern. I have made
it very perfectly clear that I do not care if Buganda has a kingdom or it
does not, I have stated that it does not matter what happened that day,
allow me to add that even if every allegation raised by the DPP or the
Police of Uganda is true to the dot, detaining an individual is illegal by
all standards. Muhame the very worst case that any human being can do is
killing someone, but even if you saw him shooting an individual to death,
yet you have no constitutional right detaining him. You take him to court
and charge him with the offence. You do not store any one from 2009 and then
raise up today in 2012 and claim that you are investigating the issue. I am
surprised that Kale Kayihura made that statement for I honestly did not
expect it from a Police Chief that has a legal education back ground.
And allow me to expand on this issue for you and Gen Kayihura do not seem to
understand the issue bothering me. I have shown publicly how I adore AMOs
government and I have defended it always for to me it is the only government
that really cared about that country. But here is where I fell out with it
and I have state this many times, the day it arrested me and stored me into
Makindye Go Down that is the day I fell out of that government for it went
straight against my constitutional rights. I was abandoned to the dead, I
was cut off from my family and since I managed to get out I left that very
day and denounced my citizenship of Uganda for I saw the very dirt in real
Ugandans. Ugandans are cruel people bottomed up, they only need to get
their hand on you. So I understand how these families are suffering, I
understand how the children are suffering I am understanding the mental
torture that the prisoners are going through and these are way beyond your
and The Generals understanding for neither of you has ever been detained
without trial.
I must again appeal to The General to use his good office to release these
individuals or to charge them with a criminal offence. Luzira is not a
public storage, and my God is this the Uganda of 2012 really? I am also
going to use this posting to request all those with information about these
individuals to make it public so that probably through Mwami Ssemuwemba we
start to make their names and dates of arrest public so that organizations
like Amnesty International can start to raise their names on the website for
as we speak they qualify to be prisoners of conscience. We all s Ugandans
must realize that if it is wrong to detain ourselves it is wrong to detain
these individuals.
If General Kayihura has refused to talk about this issue let us all as
Ugandans raise up and raise the names of these Ugandans.

Mr Mulindwa
I hope you are not asking me why police does not have facts.
But according to what happened in the 2009 crisis, it was imperative for
police to make sweeping arrests of misled youth who were hellbent on burning
the entire city.
I remember i 2,000 copies of a newspaper i had just started due to chaos.
The agent fled when he was attacked by the rowdy youth. I paid the price.
And i can assure you there are journalists with pictures where these young
men were visibly nailed torching buses, police stations etc.
The only problem is that police at the time lacked what they now call
"evidence gathering team" for photographs and video recording evidence to
pin the suspects in court.
But during the trial of these suspects a few months ago, DPP said
eyewitnesses fears to testify for their personal security.

If you do not have the facts, why did you arrest the suspects? And you see
that is what worries me about the Uganda of today. People must be arrested
after you get the facts not before. It is very disturbing that Kale
Kayihura a professional lawyer does not have that information, and it
bothers me a great deal if as a Police Officer educated in Makerere
University, regards individuals guilty until when proven innocent. That Is a
very scarily path sir. It is also interesting that the IG refused to respond
to it when I raised it. I am again calling on the IG to use his good office
and release those individuals for this is completely wrong and it must be
condemned in the strongest terms possible/available.
And on record. I dont care if Uganda has a monarchy or not, but this is a
fundamental human right issue.

Mr.Muhame, my brothers and sisters (in Buganda) within the so called country
'Uganda' have been massacred throughout the years right from the Obote I,
Idi Amin, Okello, Obote II and the Museven rule. The massacre in Luwero
triangle is still a sore throat in our recent history. Now you have the
audacity to mention the so called report of the investigation. My people
should stop expecting it and resort to only one thing. To fight to liberate
Buganda from 'Uganda' in order to determine our
destiny.

This is a very interesting subject.
I remember covering these riots from day one - when Katikkiro was blocked
at Sezibwa bridge from proceeding with his convoy to Kayunga.
Now what happened is that in Kayunga, some people had mobilised sticks,
pangas and spears to resist Kabaka's visit.
I saw some youth in Kayunga town vowing to kill the Kabaka if he dared step
there.
In fact police swung into action, arrested these thugs and beefed up
security. But it could not arrest the entire district as majority residents
were visibly prepared to sabotage the Kabaka's visit.
So what happened next?
Government was split between two worlds:
One was allowing the Kabaka to travel to kayunga thus leading to clashes
between his supporters who were being mobilised by Medard Ssegona on CBS and
armed locals. This would also jeopardise the King's security.
Imagine a scenario where the Kabaka is under attack by spear-wielding men?
Uganda would have faced a protracted civil war and even genocide.
We all know how diehard Baganda would have reacted to the assassination or
attempted assassination of Kabaka.
With Katikkiro JB Walusimbi blocked at Sezibwa, he chose to telephone
Kayihura and the latter advised the premier to return to Kampala as
government had decided not to allow Kabaka attend a youth function in
Kayunga for security reasons.
The events were terrifying for a young man like me who was yet to finish his
campus studies.
Medard Ssegona had mobilised youth on CBS to "pick all necessary weapons"
and "accompany" the Kabaka to Kayunga because "enough was enough."
In State house, M7 was trying to reach Kabaka on phone in vain. The clergy
urged Kabaka to speak to M7 but he king said "no."
So the only choice left was a confrontation between Kabaka and M7. Tanks
were rolled in town, generals alerted of a possible civil war, then PGB took
security of strategic position and hell broke loose.
When a CBS radio presenter announced that Walusimbi had been blocked at
Sezibwa, war broke out. Youth took to the streets and burnt everything they
could lay their hands on.
With my photographer Tony Kizito, we drove at a terrific speed to Mukono
side but we were confronted with barricades in the middle of the roads and
war-hungry youth.
Thank God, Kizito was a muganda so he is connected with the rowdy youth. He
even carried a Buganda kingdom flag.
I think the person to blame for these riots is the Kayunga man who mobilised
men to sabotage Kabaka's visit. The second is CBS which incited Baganda.
I don't know whether to blame Museveni for the death because the rowdy youth
were ready to burn down the entire city. I saw them with my own eyes running
up and down with petrol bombs, torching buses, cars, houses and attacking
army tanks.
I don't know if security would have been restored with kid gloves. I really
don't think so.
And looking at this issue from a different angle, it was a climax of the
tension between the Kabaka and President Museveni that had accumulated for
years.
The Kayunga saga was just a spark that was needed for the situation to
explode.
And when elephants fight, who pays the price?

How many people did your police kill and why hasnt anyone been held
responsible? Failure on your part is sending your untrained guys with live
bullets, what did you think? whay not provide with rubber bullets?
UK had similar riots even worse than those in Uganda but they used more
brains than guns.no one was killed.
IGP, do you roughly have a figure of Ugandans killed under your watch since
you took over? Do you think that if you had a conscience some of the events
would merit your resignation? why have nt you resigned for the good of the
country and to show concern with the grieving families?
Uganda police year after is the leading abuser of human rights and
corruption. As IGP this is referendum on your leadership.what do you have to
say on these.

This is absolutely not true. There is a report but it is only preliminary.
The investigation team I put together is still active. The problem is the
chaotic circumstances that the deaths occurred. We shall soon update the
country on the progress of the investigations. What I find curious though is
lack of concern on the organizers and perpetrators of the riots, who should
be held primarily fr the tragedy that unfolded in the first place.
