What you are doing here is actually to waste my time as Israel Kintu that
claims to speak for all Baganda. Let me cut your story very short. Ugandans
in UK abused the system to a tune of millions of pounds, so they do this
wherever they are. But the difference between stealing in Uganda and
stealing in UK is that in UK there is a system that has checks and balances
at the end of the day, they get to you and arrest you and throw you to jail
as they just did. In Uganda every one eats and walks away. And this happens
for there is no checks and balance in Uganda system. Even if you put a
Unitary system, a Federal system, a Communist system, a Capitalism system, a
Mayumba Kumi system in Uganda is a non-issue for all systems you so decide
to choose needs a check and balance to create the UK system where you steal
and get arrested. It also bothers my mind for you to think that a Unitary
system has failed to have a checks and balance but now we need to create a
second level of government so that you end up with two levels of government
without a check of balance, that kind of reasoning scares the life out of
me. You must get out of the village reasoning of people get accountability
for what they have belongs to them. That is nonsense, there is no Ugandan
that is going to be accountable for this is ours, they get accountable for
the system is going to work and is getting to get to you as the London
system did. Look The people torching Buganda properties are Baganda
themselves, are those not their own properties? Havent you heard in Uganda
how women sell properties to buyers and the husband comes home when the wife
sold the property including their own home? Isnt that her own family? How
far do you define their own properties than a woman selling a house which
houses her own children? Build a structure in Uganda that holds every one
accountable and move on for a unitary system and a Federal system all needs
a check and balance same way sir.

The people today running the Busoga infrastructure are the very same people
that will run it under Federal and that is the misconception you have in
discussing Federalism. It does not create new people it does not create new
brains, if you look closely today at the moneys running health in Busoga it
is allocated to them and they eat it so will they under Federalism. The
Ugandans that were living in UK left Uganda as thieves and when they
arrived in UK they still remained as thieves and it took years of tracking
them down to getting arrested and charged, are you telling me that they did
not care on the British system to be operating? Yes they did but they cared
more of personal income than the national income and growth. Many times we
have seen Mengo getting checks from Uganda government, these monies are for
Buganda, but have you ever seen an accounting of how it is spent? Is this a
secret for Uganda is a unitary system? Do you think that under Federal
structures Mengo will be changed to find it important to show their
expending habits to the public?
You have some serious problems in Uganda and personal responsibility to the
country, and hiding in attacking the unitary system is not helping. A Musoga
in Kampala government is a corrupt individual as a Musoga in Jinja
administration it is not the administration that is corrupt but the people
themselves.
Leave the unitary system alone.

If the health services in Jinja were run by the indegeneous Basoga who
actually benefit from the same service one wonders wether they would have
allowed it to come to this state; I just wonder.
Can one tell me that Jinja has not been able to collect taxes to finance
