The first and urgent thing the next government must do is to collect all
those former fighters to "unlearn" them on what they learnt during the bush
war. To date no such task has been done. These brothers and sisters robbed
banks, waylaid buses, did all sorts of sabotage and upon usurping power,
have not taken any courses to detoxic them from the vices they acquired when
fighting the UPC government. It is important that the "unlearning" campaign
be instituted otherwise, we shall cry and cry we shall do without end. I
know these guys can be good, the only problem they still have the knowledge
they acquired and nobody has carried any "unlearning" so they continue
applying the tactics with fun and joy. Do you remember just last week how
the trio were were happy when prosecution failed to adduce evidence against
them at the Anti-Corruption court? The guys were so jovial instead of being
annoyed.
The next government will also fail if no "unlearning" of the bush tactics is
done. Just ask yourself, "what keeps these guys doing what they do?" Have
you read the accusations against Salim and Kale? If true, what can you say
about the psyche of these people? I only hope that the UN experts are wrong,
let us wait for the results of the investigations, but it is bad for these
colleagues. I know the two gentlemen, physically they are nice guys but
whatever drives them into such acts, I cannot understand.
And now rumours abound, that the plan is to curve out a country for their
people from eastern Congo, I hope their plan will work!

It is very disappointing for members of this forum to assume that NRA should
have continued to rob banks as they used to do when they were in the bush.
These guys have always been thieves or thugs if I may. Back in the days,
during the bush war, they could only do robberies. Now that they are in
power, they do not need to rob banks or building societies. All they have to
do is to make direct money transfers into their personal accounts. What
makes you think that Mbabazi should continue leading robberies of lorries
carrying Coffee Marketing Board coffee beans? The man is in power and he
cannot do raw such missions anymore.

How on earth did 10 million pounds end up in the private account of Prime
Minister Mbabazi? Was he trying to use the money to salvage his bank? I
suspect that is credible. Instead of threatening to sue, he should explain
how the money came to be deposited in his private account. Is that the norm
in Uganda? If so he should come out and tell the world otherwise he was
caught ready handed and deserves to go.
I hope the IGP and the Director of CID have made efforts to interview the PM
as to how the money ended up in his account. On whose orders was the money
deposited into his account?
PM Mbabazi was busy setting up fake charges against the likes of Hon
Bukenya, Minister Kutesa and others over CHOGM, when he is the number one
crook depositing aid money into his private account. Only in Uganda can
someone do that and still claim some authority. He should have stepped down
last week.
Yes let him sue the Daily Mail so he gets exposed more. The media should
keep at him kabisa.

Millions of pounds in foreign aid to Uganda have been funnelled into private
bank accounts of workers in its prime ministers office.
The money was meant to have been spent on helping the needy in the
poverty-ravaged African nation.
But instead the 12million euros (£10million) a joint gift from Ireland,
Norway, Denmark and Sweden somehow wound up in accounts belonging to
aides of prime minister Patrick Amama Mbabazi.

'Missing money': Britan and Ireland have frozen all aid payments after £10
million meant to help the Ugandan population ended up in accounts belonging
to staff of Prime Minister Patrick Amama Mbabazi
No British money was taken but last night Whitehall officials said they had
taken the precaution of suspending British aid payments of £4million-a-year
to Mr Mbabazis office.
In total, Britain is sending £98million this year to Uganda, most of which
will continue.
The apparent fraud was discovered when the Irish government was told by
Ugandan auditors that the 12million euros had gone missing.
The sum of which Irelands contribution was 4million euros (£3.2million)
was supposed to have helped pay for a peace recovery and development
programme in northern Uganda after decades of conflict and devastation.
Ireland immediately halted further payments to Uganda pending investigation.
A political storm is now raging in Dublin, with Irish foreign minister Eamon
Gilmore branding the apparent theft intolerable.

He announced there would be no more money for Uganda unless it is clear
Irish money is being spent for the purpose for which it was allocated.
The Irish ambassador in Uganda, Anne Webster, has met government officials
to demand the money be repaid.
A Department for International Development spokesman said: We take these
allegations extremely seriously and have already suspended UK aid to the
Office of the Ugandan Prime Minister. We have set up an independent audit to
investigate alleged fraud.
A DfID source said: Aid to the office of the Prime Minister is entirely
separate from our general budget support to the Ugandan government.
If money has been misused, we will expect immediate repayment and will take
all necessary action to protect our funds.

Mr Mbabazi has publicly apologised to Ireland. He insisted: I didnt even
know. No money was ever paid to me and I never handle money.
As the prime minister I dont handle money of government at all, ever.
He pledged prosecutions and said two senior officials had been charged one
of whom is the chief accountant and 17 suspended without pay while the
investigation continues.

The apparent fraud was uncovered by Ugandas own auditors.
Mr Mbabazi maintained that, although the missing money was discovered in
private bank accounts, not all of it was misappropriated but merely
irregularly managed.
Last year it was revealed British aid money was used to buy a £30million
Gulfstream jet for Ugandas president, Yoweri Museveni. The autocratic
67-year-old leader who was criticised after he launched a violent
crackdown against democracy campaigners bought the plane while millions of
his countrymen struggled to feed themselves.
The latest revelation will reignite the row over British families being
asked to fork out higher taxes to pay for aid.
Peter Bone, Tory MP for Wellingborough, said: People in my constituency
simply do not understand why we are giving money desperately needed at home
to a corrupt regime.
Its good DfID have taken action but they should have done their checks
much, much earlier.
Uganda is not the only corrupt regime out there. Im afraid to say it is
largely endemic with some of our overseas aid.
It was recently revealed Britains aid budget is rising so fast the Tories
will enter the next election spending more on international development,
which is immune from austerity cuts, than on the police.
