Taxation is all over the place so I know it and how it has to be there, but it 
has to be based on your income. Graduated tax was based on what is expected of 
you to be an income. And UPC was wrong to maintain it. And I opine that we as 
Ugandans have a God/constitutional given right to sue UPC as a party in a class 
action on the trauma we as a country got out of that very terrible taxation 
system.  And I praise the Movement for listening to our calls and abolishing 
it. And today I am going after Police Barracks so that the Movement also makes 
a second bold step and shut them down.

 

We are going to build this country one step at a time sir.

EM: how about call this graduated tax as a contribution to the state Uganda. If 
you need Uganda you must contribute to it. it is a patriotic duty to pay taxes 
as we say in USA. I pay my taxes every April 15th because I know, the privilege 
i enjoy in this country comes from shared sacrifices.

This debate is not about interests it is about national policy change. When you 
erased graduated tax in Uganda you did not do it for the good of the Movement 
but the good of Uganda the state, the next government after you, cannot return 
it for it is changed for good. And if you are a politician replacing the 
movement, and you start with we are going to bring it back, I laugh at you. If 
this is a national policy change, it does not need any one to come to your 
office it needs to be discussed here. Why did I raise it to you? For you know 
the country, but you know the policing policy in Uganda. We need a  
contribution of everyone in this forum if they are a representation of what 
Ugandans think and believe into. I rather we discuss this issue in open and 
public to allow it a chance to be challenged by the brains we have in this 
great forum sir. And as a man that grand fathered this policy to see you 
calling it into a closed session simply baffles me. And Yoswa Dambisya attacked 
my writings I am going to respond on the week-end for it has been a little 
hectic here,  but I will respond for this is of that value to me and to all 
Ugandans sir.

 

And with that I am changing the heading of the thread, so that we can be able 
to go after it full force.

Kale, decentraliZe the living day lights out of Policing and allow the local 
Police Chiefs to make those decisions.

 

Local administrative issues like housing support/allowances should be 
decentralized.

 

The Ugandan Civil service has to live within it's means, and serve the people.

 

The better question is, what plans are in store to transfer more Policing 
authority(money) to the regions?

The ring, specifically, refers to layers of security.  As a Presidential 
detail, I see fully where you are coming from.

 

In your wisdom, you must believe, as ambitious as Tinye was/is, he has created 
a special class of Ugandans, with the capability ( if his state protection was 
ever dissolved) to bring him to justice.

 

Kale, as I said before, i am a strong believer that the army should not, and 
can not do Police work.

 

We can have that debate any day.

 

To answer you bluntly, let Ugandans deal with Tinye.  You will be surprised 
beyond belief.  

 

Nothing Tinye can sell, will change the status quo, that is a fact.

 

 

On a more serious note, you have to close ALL Police Barracks.  The reason are

Tinye is not a small man, you know that, don't you? President Museveni is on 
record for having said that, revolutionaries do not go like chicken thieves. My 
understanding is that, he meant all of them. Tinye might be on a tactical 
withdrawal mission in the UK therefore.

If indeed it is true that revolutionaries hate going some where like chicken 
thieves, then some of us are eagerly waiting to see what next this Gen. has in 
stock for us. But it could be true though. Have you seen president Museveni's 
convoy passing by on Enteebbe rd? Bwana kubwa owns both lanes (going 
/coming)......that is certainly not a chicken thief passing by. 

Even if it was a chicken thief with a lot of style.....that is a bit too classy.

I'm still not a fan of Gen.Tinye whatever storm he has caused in Kampala. But 
if i happen to meet him on streets of London or anywhere in England, i would 
gladly say 'hello', and that is where it ends.

The fact is that Tinye is gonna be an expensive asylum seeker for the British 
government, but at the same time, they see him as a valuable asset in case of 
any misunderstandings with the Uganda government. He is fleeing 'actual' 
political persecution and looking for protection, and i think he will get it. 
If the MI5 gave protection to the guy who wrote the satanic verses for years 
and some of the people that fell out with Libya's Gadafi, why wouldn't they do 
the same for Tinye.

Like i said, there is always a catch: giving them valuable info when they need 
it about your opponent.

during a feast on a fellow dead hyena. Because with Museveni, the whole world 
knows it will take AKs to remove him from power. 

 

If I were him, I would start to make peace with Kony for readiness to grant him 
refuge in his ICC-proof country called Garamba.
