Kampala- A controversy over the choice of a key-note speaker has polarised
members of Uganda North America Association (UNAA) ahead of its planned
convention in Dallas, USA next month.

The Daily Monitor understands that the division, which has pitted rival
camps of leading UNAA presidential contenders, emerged after information
leaked that some officials clandestinely invited Mr Elly Karuhanga as the
main speaker. Others had preferred Ms Winnie Byanyima, the executive
director of Oxfam International.

Mr Karuhanga is president of Tullow Oil Uganda, and was purportedly tapped
as speaker after the UK oil firm allegedly promised unspecified sponsorship
for the convention.

Mr Joseph Musoke, a candidate for UNAA president, raised the first complaint
in in an email to members in a closed-user group, claiming that Mr Karuhanga
was handpicked by Mr David Mureeba, the head of Uganda’s consulate in Texas.

Crossing boundaries?
Mr Musoke questioned why Mr Mureeba was fixing the main speaker yet Ugandan
diplomats in the US were not even allowed to vote in UNAA elections.
“We’ve been told that Mr Karuhanga was chosen because he’d made a large
donation to help UNAA get out of debt,” he said. “Efforts to stop him would
make him withdraw his donation.”
UNAA officials deny the allegations.

“It’s true we contacted Mr Karuhanga, but he said he would not sponsor or
take part,” the association’s executive secretary, Ms Henrietta Wamala, said
by telephone from Chicago. 
“Ms Byanyima has lived in the Diaspora for long and is well-versed with our
issues.”

According to Ms Wamala, the allegations are a political Ping-Pong
orchestrated by self-seekers. 
Mr Karuhanga dismissed as “idle talk” the controversies: “UNAA contacted me
and I said no.”

We were unable to confirm if Ms Byanyima would honour the invite. 
In 2009, a similar dispute erupted after First Lady Janet Museveni was
invited as the keynote speaker.

UNAA has a new constitution that clearly spells out the roles of those who
make up the Executive. Your right that you work under the Treasurer as
stipulated by this constitution but you are wrong to assert that in order
for you to function, the said treasurer has to delegate to you. Procedures

public. Those roles do not require the presidency to function simply because
they are sanctioned by the constitution.

 

I am glad you have stated that it has been a slow process to provide the
said Financials. You go ahead and blame the Treasurer as being the cause of
the slow process. IS THAT THE REAL STORY? I am made to understand that
Treasurer has been ready since last October 2012, with all the reports to
make you prepare the said Financials. You and the president are on record
since October 2012, for consistently asking for more time from the BOT to
prepare the Financials while the Treasurer had already handed over all the
required materials. So are you really sure that the Treasurer is the one to
blame for the delay?

 

You claim that It was only after a directive by the BOT that the Treasurer
handed over the reports to you. Are you really able to backup such a blatant
statement? I think I would be very careful when making such assertions in
public because many of us are hearing different versions of the same matter!

 

It’s on record that the Treasurer On Dec 16thpresented to the 3
administrative arms of UNAA  (Executive,BOT and Council)  showing a
shortfall of $32,000. The president wrote back saying that this was not the
whole picture and the financials will be released soon.

 

Eight months later no report has been received!

 

May 31st and June 30th are very significant dates in this regard in that you
and the president specifically missed BOT sanctioned dates for the
presentation of the Financials.

 

I wish I could stop there but things apparently have got worse; I am made to
understand that something has been presented which defies financial logic. A
phenomenon where “few shining individuals,” who lack Financial
qualifications are correcting you who is qualified on the numerous mistakes
presented as a report, defies logic.

 

I am very sure there are more twist and turns to this story to come.

Fellow Members,

As you have seen, it is very hard, if not even impossible to answer a
request for financials without actually providing the financials themselves,
the truth is in the numbers, numbers don't lie but some people do.

With that said I will close the casket on UNAA financials but ofcourse the
other members still have a right to file for 'a writ of habeas corpus'.

Dallas 2013 is around the corner and I urge all, not to miss this historic
event.  Register and pay your membership so you can experience the southern
hospitality yourself but also remember to vote  the RIGHT people in office.

To the candidates and those with plans to run for office, please remember
its not the title, its actually work involved in it, if you can't handle it,
please don't bother running because you will only impede the growth of the
organization. we simply cannot afford to be this late on very important
matters of the Organisation,  its just totally irresponsible.

Another Key factor to remember as a candidate is, Dallas is home to UNAA.
The original UNAA constitution was modeled off the UAA-DFW constitution,
therefore it is not by mistake that we celebrate 25 years back in Dallas and
more so in an Election year. (all I am saying is carry your 'pangas' because
its going to be very 'bulaade')

To the guy on UNAANET that suggested we fire all the BOT and Executive for
failure to help with the financials, I feel your pain but I don't agree with
your remedy.

The good works of the likes of, Henrietta Wamala, Timothy Gaburungi, Moses
Bukenya can not go unnoticed,  the few good people I have worked with
lately. We know your hands are tied on this issue but you continue to serve
relentlessly, thank you.

The UNAA Constitution says that the financials are due not later than one
(1) month after the end of the fiscal year.

The fiscal year ended Monday, December 31st, 2012. The financials were due
not later than Thursday, January 31st, 2013.

Why isn't the BOT intervening in this? Why isn't anybody/Executive or any
UNAA official for that matter alarmed by this? Why are we unleashing the
deaf ear to this? Was the 30k debt real or just a joke ? I need help. Is it
just me or is it really important to review our finances? 6 months late is
simply a joke!!
