I need to ask you a straight question so that I can get a grasp on your
stand. Federalism is a political process as Unitarism is a political
process. If we change Uganda to a Federal State we still need a political
structure to run those regions. So we need political parties like DP UPC FDC
and so on to have regional structures through which political systems will
survive to and be used to elect the regional leaders. When I look on regions
like Buganda the population is singing Federalism facing Mengo a true
autocratic system that does not elect but appoints. There is no political
structure in Buganda so even if you were to put Uganda to a Federal system
you cannot hold a politically based election in Buganda for those structures
are simply un available. Political parties like UPC have been narrowed down
to Uganda House for fear to open themselves to local scrutiny. So again if
you change Uganda to a Federal state, there is no political structure within
the UPC party to stand in The North for example to elect the leaders to run
the region. How will you implement a federal system when the political
parties in Uganda have not structured themselves in the regions to today?
Shouldnt have you started by structuring them into the local levels before
you even mention the term Federal system? In other words do you even know
how Federalism works?
