You would have stated it very clearly that you want to put Federalism in
Uganda but you do not have the ground work done. What you are preaching is a
fallacy to feed non thinkers. You are going after the current political
parties and you are not stating if under your Akim Odong Betty Kamya
Federalism you will barn them. Oh and this sentence was very intriguing and
I directly quote you sir Mr. Mulindwa, should the Baganda shun DP and form
a pro Mengo party, that should not be a problem, nor will it be
unprecedented. End quote. Please be informed that this kind of a party was
already formed in Uganda under a name of Kabaka yekka and no Muganda wants
to associate him/herself with it today.
Let us turn Uganda into a federal State and the rest we will figure it out
as we go. Very typical Betty Kamya nonsense.

Unitarism is not a political process its a dictat!
You see the current political parties have been reduced to what they are
becuase of the unitary dictat which at some point banned all political
activities in the country and run amok with violation of citizen's right and
it's no wonder the politicians have opted to buy time, while nature does its
bit.
A federal system of governance as we would wish for Uganda is one that would
not ban any political activities and not prevent the Baganda to face Mengo
or any other tribe to face their Palace. But for political expediency and
the rule of law, every participation will be based on electoral procedures.
Which in my opinion will include but not limited to parties, interest groups
and or individuals as an independent.
Mr Mulindwa, should the Baganda shun DP and form a pro Mengo party, that
should not be a problem, nor will it be unprecedented. What they will
realise however, should Ugandans in a referendum decide that no single tribe
will be a state on its own, then the Baganda will have to adjust
accordingly. This will also apply to the rest of Ugandans.
I don't see what the problem is especially if you interpret our version of
federalism based on Betty's theory "excess power results in abuse of power".
In otherwords, nothing will change, the borders will remain, so will the
political parties, and they will still get their mandate through universal
suffrage. The only difference to the current system is that voters will have
more say, their votes will not only station one in Statehouse as president,
or another in parliament as MPs but it will have the powers to decide how
their region is run regardless of political party. They will be part of
decision making and the power of recall.
The absence of political structure does not mean the absence of
politics.Should any of the parties you alluded go belly up, am sure the
voters, with newly found power, will be able to structure political entities
in form of parties or pressure groups but not as proscribed in the law.

process. If we change Uganda to a Federal State we still need a political
structure to run those regions. So we need political parties like DP UPC FDC
and so on to have regional structures through which political systems will
survive to and be used to elect the regional leaders. When I look on regions
like Buganda the population is singing Federalism facing Mengo a true
autocratic system that does not elect but appoints. There is no political
structure in Buganda so even if you were to put Uganda to a Federal system
you cannot hold a politically based election in Buganda for those structures
are simply un available. Political parties like UPC have been narrowed down
to Uganda House for fear to open themselves to local scrutiny. So again if
you change Uganda to a Federal state, there is no political structure within
the UPC party to stand in The North for example to elect the leaders to run
the region. How will you implement a federal system when the political
parties in Uganda have not structured themselves in the regions to today?
Shouldnt have you started by structuring them into the local levels before
you even mention the term Federal system? In other words do you even know
how Federalism works?
