They cannot use helies because the purpose of using convoys is to intimidate
and terrorize the population. When you terrorize the masses they obey.

Technically, under Traffic Laws, only ambulances and other vehicles on rescue
missions have got the right of the way. Presidential convoys are mere bullies
and public nuisance. If they are concerned with security, they can use
alternative means like helicopters to fly around.

John,
Nooo.. a good driver you are not supposed to knock down any obstruction, you
are supposed to dodge.
With norrow roads and jam, even if you hear the sirens, you may fail to get
where to branch or squeeze, so the lead vehicle should signal other drivers to
slow down.

I would not blame the driver of the lead car. It is imperative to give way for
a presidential motorcade. They have sirens that warn you in advance. Unless you
have other motives of in fact obstructing such a motorcade. If I was Head of
security I would give that driver a medal. Who knows. Maybe that cyclist could
have intended to slow the convoy or bring it to a stop purposely to give room
for an attack- snipper, grenade, etc.

[email protected] of President Motocade accident
Kigali, Rwanda-One of the cars of the president’s convoy has knocked down a
motorcyclist along the way from Rugwiro to Kigali International Airport road.
The accident took place around Chez Lando Hotel at 10Am today as the motorcade
was speeding from the president’s offices towards the airport road.
It is suspected that the motorcyclist could have fallen in a fatal coma.
People around the scene said the motorcyclist was picked up by police and
hurried to hospital.
Efforts to contact the police spokesperson about the accident were futile as he
could not pick his phone. However, according to the SMS ACP. Damas Gatare,
Police spokesman sent to the editor, he promised to call back.
It is yet unclear whether the injured cyclist died or which hospital he is
being treated in.
Failure to get word from the police could not help disclose the number plates
of the motorcycle and names of the motorist.
