I do not think the debate should be marginalized on the numbers I think it
should be why it is based on religion at all. You cannot argue that being a
Moslem should entitle you to certain number of appointments then turn around
and accuse Museveni of appointing Westerners.
You simply cannot have it both ways sir.

Ndugu Ocen,
Please advise your source of data for 5% Muslims.

Folks;
Let us do some simple math: 12 out of appointed 112 RDC's is 10%.
Considering that Muslims make up 5% of the total population, they have done
well in this wave of appointments.
The only problem is that Uganda has too many districts and thus are unable
to fund them accordingly.

Friends,
A lot of former UPCs who crossed to NRM are on this list........Mwaka
lukutomi who deserted DP in the last elections has also be rewarded in Lira
as RDC.No former FDCs rewarded yet? Hello Rulangalanga(sp)? We live in
interesting times,don't we?
That said, I'm happy for Sister Aisha Kabanda though I would have preferred
her in parliament. I don't know how this affects her chances of standing in
Butambala in 2016. When some one is just appointed than elected, they tend
to be mainly preoccupied with appeasing those who have appointed them, and
sometimes it may not go down well with the voters on the ground.
An MP cannot easily be removed by the president if he is popular with his
people. That's why Mr.Erias Lukwago is by law still our Lord Mayor!
Being RDC in Kampala means stepping on a lot of big and small toes in the
city but it also means influence. If Aisha plays her cards right, the sky is
only the limit inishallah! She seems a nice and reasonable lady!
