That is a serious illusion all of you have held on for way too long. Moshi
conference was the last solution for Uganda problems, removing Iddi Amin
that is it,  Nairobi piece jokes are the last option for Uganda if it will
ever survive, let us have a combination of presidents we will call it a
presidential commission, no let us bring in Binayisa for he has nothing to
gain or lose but lead the country, let us hold a general election to turn
Uganda into a democratic state, no you know what? Let us go into Luwero and
battle it out to make Uganda free and democratic, the problem of Uganda is
political party’s let us burn all of them and we all become Movementists, no
no I get it the problem is actually secret voting if we only line up behind
our candidates no one will ever steal a vote, no you see what we have all
along is the problem of unitary if we turn the country to a federal state we
will be home, there is a better way let us go to Makerere and register a
brand new system where we will achieve a fair election in Uganda. All these
things have failed. But there is a similar thing that I have realized in the
Olympics, all countries that do so well in Olympics have very few people. 5
million to 10 million, most of the countries that do so bad have a massive
population explosion. When you look at the developed countries, Canada as an
example, the Natives are doing very bad but their child production is the
highest in North America.

 

Akim Odong Uganda population doubles every 20 years. What does that tell you
about Uganda its self?

properly apportioned and layers of accountability firmly reinforced. Let the

Dr Ruhakana Rugunda is a corrupt man when in Kampala, when in Washington

 What you outlined is the reality in Uganda unfortunately, its nothing new
to most readers in this forum but I applaud you for the epiphany, your
moment of realisation that the NRM is a maverick party, with a maverick
leadership the kind that no country needs. However the question is, what are
you, Bwanika going to do about it?

Let me tell you what i did on realising that the NRM is a failure; I sought
to talk about it and it took me nowhere. So i decided to look for a conduit
and Lo behold, i found a home in UFA, a comfortable home where i could speak
freely and where my opinion counts. Better still, where its aspiration is
for the good for those who dwell within it and that of the people and the
nation of Uganda.

This home is led by Betty Kamya who believe that, too much power corrupts
and leads to disaster and mega failure you alluded to. She therefore calls
for reduced power held by the president. She argues that the decrease in
power will end the over centralisation which has hitherto withheld the
progress of the country in all spheres. Betty Kamya suggests that, the power
taken from the presidency should be transferred to the regions in a federal
arrangement. This is the interesting bit and requires political
skillmanship! Do you have in you Bwanika?

Sociologically; a family, community, society, tribe, nation will be weak or
totally disintegrate once there are no strong institutional framework - the
enduring structures. Has Uganda achieved those institutions framework – the
answer is NO! Having no enduring institutions, it simply means there is no
culture, no social direction and ideologically the society in reference, is
totally empty.  

Let me offer an example; 

a.        New Vision – told us a story of a woman somewhere from western
Uganda who had to walk a distance and gave birth by the bush path that
hyenas were almost snatching her baby from her. 50 years and such are the
stories where we have the air force (police and army) plus a full Ministry
of Health which can’t be reached by this particular woman!

b.       Cattle is dying off in Ankole since wetlands where all decimated!
Neither NEMA nor the Ministry of the environment could do anything! Those
institutions exist by virtual of the law – the act that give them artificial
existence. NEMA has been looking on when all wetlands in Kampala, are being
encroached on basically by untouchable people within government and
gradually lake Victoria is collapsing!  

c.        Corruption in all state institutions has flourished, since
institutions like ministries are basically personal entities and totally
dysfunctional. Small fish are take to court in almost sham judicial
processes. Just imagine that the Ministry of works and transport can’t even
design a simple bridge in this country a ministry full of engineers- and it
is called an institution.

d.       NAADs is an epitome of institutional failure under NRM. In 2005 I
went to Luwero and tried to understand how NAADS worked. What I discovered
was interesting and shocking; Families had been give one pawpaw stem, three
coffee trees, two bananas stems etc. One lady council member at Luwero
district headquarters just rounded it up and said to me that NAADs does not
work and it will never work. NAADs was doing all these sort of things under
the watchful eye of the Agriculture Ministry, local district administrative
organs etc.  

e.       The judiciary and parliament are in the same category. Ravaged with
selfishness. Parliament members as the lawyers are simply other African
office works looking for daily bread other than serving.

Basically there are just a few institutions that really work in Uganda
namely; Bank of Uganda at a minimum, Uganda Revenue Authority, Kampala City
Capital Authority and to some extent the Uganda Police Force albeit with a
very rotten officers’ cadre and Byarugaba’s NSSF.  

Presently the fate of the 33 million Uganda hangs on just a shoe string of
the executive and the repressive arm of the state – the army. But even then,
the army in Uganda beside its own laws is a very weak institution ravaged
with corruption in particular besides other maladies.  

Living in Europe, it was difficult to know who an army general was, yet
these people live within the community and the military, is like any other
job and any other institution of the state. 

In Uganda roads are closed off because a solider lives nearby! A minister
however inconsequential his or her position is – is a small god YET prime
ministers in Europe cycle, walk or hike a bus or train to their stations of
serving the population.

What has been achieved then - nothing so far!
