I started to preach on using Uganda garbage to manufacture charcoal than 
cutting trees to make charcoal when you were still in Sweden. We had very good 
garbage from banana/cassava/potatoes pills to coffee husks that generate the 
best charcoal out there. Had we followed that very simple basic and cheap way 
to make charcoal in Uganda, most of our trees would be standing today. How many 
Ugandans supported it? How many trees are standing in Uganda today? But most 
importantly what are Ugandans going to use to cook come 20 years down the road?

 

It is defined as critical thinking for you use the facts you have today to 
prepare for tomorrow.

You are all right and I have no objection to your view point. Uganda has never 
followed any urban planning laws. If we had we will be so far away. Some people 
have closed off roads and built in them.

My point though is for the people, you and me to be more urban development and 
urban law oriented by being part of the development programs via funding some 
urban projects. 

If let us say you have a share in your community soccer facility, commercial 
center or electricity generated from urban waste, you will certainly care more 
about what is happening there.  

I believe the days when the community council and board decided how to fund 
such projects through taxation are getting numbered as the supportive economic 
pillar narrows down. Detriot.

Why should house owners don't have shares in community housing construction 
firms, which by the way are funded by the same taxes they pay? - In most of 
Europe estates are funded from municipal or council taxation.

This is something one has  just to think about. New economic paradigm!

Are you serious? You don't need rich person to develop Town/urban centers. WHAT 
YOU NEED IS "RULE OF LAW". Let me give you an example. I live in a community 
here in (USA), I own my house, I paid for it but if I want to add extension to 
my house, I need a permission from the community board.

 

Just look at Uganda, houses are build close to roads, sewage lines, etc. Look 
at all those so called modern houses build on Entebbe road, can you get to 
those houses without wondering where in the world are the roads. The point I am 
making is that Uganda has all it needs to develop BUT it will never develop 
like in Europe or USA if the rule of law applies to all.

The Town/Municipal and City councils gazette and produce Town/Municipal and 
City structure plans and their after call on Ugandans to invest in estates, 
commercial center. 

I believe such calls for residents to fund such projects as their own future 
investment will make urban regions more productive, pro people and are not 
prune to American urban decay. Of course this calls for legislating how much 
such investment can raise the cost of living in Town/Municipal and Cities.
 
Let urban centers like Mbarara, Jinja, Hoima,

Ndejje(University Town), Kabale (University Town), Mukono (Univeristy Town) be 
planned as such instead of the slums which are developing around these very 
important towns.
