Are you saying Lupita should deny being a Luo because she won the Oscars?
She should just claim she is African? Is that what you are suggesting?
When my own son scored a tripple A in his exams, became the top performing
student in his borough and in the whole of the UK, every one claimed him,
including his former primary school, his local Council Education authority,
Black organisations (as a black man), African organisations (as an African),
Nigerians ( as a part-Nigerian) and Ugandans ( as a Ugandan). So are you
here saying that by being a Luo, my son, or even my daughter before him
should be ashamed of his achievements or ashamed of being a Luo? This seems
to be the nonsene that you are spewing here. Why shouldnt Gwokto, POjim or
other Luos celebrate the sucess of Lupita? What is wrong with that? EM, why
do you hate success and achievement? Just because you are a low achiever and
have no ambition in life does not mean others are the same, and it is your
own fault if you fail to climb high in your chosen field or profession.
Mulindwa, you seem to be very simple-minded and very resentful of success.
You become very angry when you hear of children of Luo origin like my own
standing way above their white compatriots and even further above their
Ugandan peers. This is the only expalnation I can give for your anger at
Lupita's success.
And John Nsubuga, King's College Budo was very proud of my achievement in my
A Level exams as their top performing student It did not matter to them
that I am not a muganda. They were just proud that I had done so well- in
fact they were disappointed because they wanted me and prepared me to be the
top performing student in the whole of Uganda, I think that honour went to a
girl from Gayaza High School that year, leaving me 7th or 8th..
I get so troubled when people begin to devalue achievement merely on grounds
of tribal hatred. We still have a long way to go in our country.

There are some very basic facts you need to consider that are happening in
our populace before you throw them the Federalism rug. A day or so ago we
had the Oscars, and good for Africa for her Lupita Nyongo, a Kenyan won an
award. I did not watch the Oscars for I was a t a work at a time, but as
soon as I started to drive home someone in Nairobi sent me an Email on my
car system that Lupita had worn the Oscar, I immediately responded with two
words Congratulation to Africa. And they were only two words for I was on
401 doing about 140 KMPH. I came home ecstatic for I wanted to publicly
recognize her as a role model for our African kids and a successful story to
Africans in diaspora, now that we have been pounded over and over as
Africans living pathetic and unsuccessful lives in diaspora. But before I
drafted my writing, I found my computer so littered with abuses from Edward
Pojim Gwokto and Nekyon Ocen for the award belonged to a Luo and the rest of
us are so stupid and the Luos are smart pants that are better than everyone.
I was personally attacked and called all names under the sun. I dropped the
enthusiasm and simply went to bed for there is a depth of idiocy I never
want to drop my name to. And if you are careful this is my first comment
about the Oscar.
There are many ways this kind of Kuumi reasoning encompasses, it came from
Africans that are educated and exposed to Western civilization, this
reasoning never came from my mother in Kyengera. So to Africans the winning
of Izikuru was of West Nilers not Ugandans, the winning of Keproitich is of
Northerners than Ugandans. These three gentlmen failed even to use this
womans success to build the struggle of their own kids, they are in forums
praying God on why it is taking Obama such a long time to blow up every one
in Crimea. Was Lupita Nyongo pushed by Luos? No she was pushed by Jews, so
the Luos as always are in waiting for the carcass of her winning to feed on
and build their own ego. With all due respect I thank the intelligence of
President Kenyatta that walked through this stupidity and praised Lupita
Nyongo as a Kenyan when the Luos tried so hard to make it a tribal issue as
they try everything under the sun to be.
Few days ago we walked through the winter Olympics in Sochi where we won so
much hard ware. But many of the kids that won were from Quebec. The premier
of Quebec praised the players for winning such enormous hardware for Quebec,
not Canada but Quebec. So what the Luos did in UAH is not news for me
because I live it every day. The difference is that if you raise up today to
murder Ontarians amass, the entire province of Quebec will raise up and walk
the Toronto streets to protect us. Air Canada air buses all train systems
all GO bus all forms of transportations will roll towards Ontario to
question why you murder us. So the primitive thinking of the premier of
Quebec is civilized somewhat than the reasoning of the cheap monk Luos we
sadly own in this forum. To them they need all Kikuyus dead, to them they
need all non Luos in the north dead, to them they need all Lugbaras all
those in Moyo all those in Ombaci dead. So to them it is not only a Luo
winning but those that did not win must never even exist. When I raised the
issue of Acholis killing fellow Northerners amass none of them stood up to
support my call, to a point that even yours truly failed to see the value of
the lives we lost in Ombaci as an example. For you stated that the people
that matter up north are only Acholis and I needed to recognize their deaths
and sufferings. Not Alurs not Lugbaras not madi not Kakwa but Acholis and
only Acholis. There is nothing that has bothered me in my entire political
life than Karushokye stating that we have biological substances in Uganda,
but people like Edward Pojim Ocen Nekyon and Gwokto have made it so
complicated for me to go after Karushyokye.
Can you seriously see a value of Federalism among such savages?
And I am just asking !!!!!

Its not a cruel joke but real state of affairs the federalism is on the
march and make no doubt that Uganda will one day soon wake up to find a new
order.
Political parties will exist with more freedom that they currently enjoy.
All the parties including the UFA will operate within the federal structure.
What does this mean? This means that, every state will not interfere with
any party legally recognised by the law. This means, that DP, UPC, CP and
others, will operate side by side without any discrimination from the
government nor state. The advantage will be that, unlike America for
instance, we will have more than two parties representing candidates at the
upper and the lower houses, which will end the lunacy of single party
majority which is used to oppress, like we have in the house of parliament
in Uganda.
It will be something of the past.

Federal system is not a political party, it is amazing if you realize that
even if Uganda become a federal state it will still run political issues
through political party system than Federal system. How far have you gone in
developing political party structures in Uganda? Or they too will be
developed by Federalism?

Thank you very much for that piece of history. Federalism indeed, is on the
increase globally, simply because, the unitary system is not natural to
human kind, it has to be imposed by coercion or use of force for it succeed.
Not in these day and age.
Lets keep the struggle alive, Uganda is not looking backward but
federalward.

examining theory and practice. We have examined the experiences in the
United Kingdom, Belgium and Indonesia.
The purpose of the debate is to see what is suitable for Uganda because
federalism comes in many varieties and contexts. What is pleasantly clear is
that federalism is increasing. As of 2008, there were 28 federal states
five of them from Africa. What does the Swiss federalism tell us?
In 1291 three cantons (a canton is a state of the Swiss confederation)
formed a league a kind of constitution initially for defense purposes.
The three cantons were regarded as a unit. Between 1332 and 1352 four
cantons were added to that unit. It was controlled by a federal diet
(legislative assembly) while retaining much autonomy for the cantons.
Political and security considerations drew the cantons closer together.
By the 16th century, the confederation was still very loose but the number
of cantons had increased to thirteen. Each canton sent two representatives
to the federal diet. Through diplomatic efforts the 1648 Treaty of
Westphalia that ended the thirty years war recognized Swiss independence.
Swiss neutrality during the war attracted many refugees. However, neutrality
required a strong army that strengthened canton bonds. Because of this
migration, Swiss society is characterized by diversity divided broadly by
religion and geography as in Uganda.
The Swiss loose confederation accorded each canton a large measure of
autonomy including choosing its form of government. The 1655 proposals to
establish a more centralized state were rejected. During the 1797/98
session, the diet renewed the oath to maintain Swiss unity and autonomy
within Europe.
In 1815, the Congress of Vienna established the principle of perpetual Swiss
neutrality following which a constitutional convention drew up a new federal
pact, establishing a diet with restricted powers and required a vote of
two-thirds of the cantons to ratify any act by the diet. The new
arrangements consolidated the autonomy of cantons within the Swiss
confederation.
In 1848, the new Swiss constitution which was modeled on that of the United
States of America replaced the 1815 pact, recognizing Switzerland as a
federal union. The new constitution preserved the local government of
cantons. The federal legislative authority resided in two chambers: the
Council of State with two members from each canton and the National Council
members of which were elected in numbers proportional to the population size
of each canton. The executive branch of government was a Federal Council
made up of seven members elected by the two legislative chambers. The
Councils chairperson for one year was given the title of president of the
confederation without enjoying more powers than the colleagues.
In economic matters, the Swiss federal government sought to standardize the
currency, weights and measures, expand and regulate postal and communication
services, encourage technological development. However, greater federal
economic control was constrained because cantons retained significant
autonomy underpinned by their respective constitutions.
In 1874, a new constitution gave more powers to the federal government to
reorganize the federal militia. It introduced a system of referendum and
initiative that gave the Swiss people to vote on legislation. For example,
in 1953, the voters rejected the constitutional amendment for a federal
direct tax. The constitution provided compulsory education for boys and
girls and freedom of religion. The 1892 constitution extended civil rights.
Between 1890 and 1898 the federal government was empowered to enact social
insurance, purchase privately owned railways and unify and enforce civil and
penal codes.
Between 1970 and 1985 immigration restrictions were enacted limiting the
number of foreign workers. The rules governing political asylum were also
revised requiring refugees to prove they were not economic migrants. In
1999, a national referendum restricted further the influx of refugees.
What we have learned is that Swiss federalism has been a gradual process
principally to retain and protect wide powers for the cantons. The Federal
Council is run by a team, not one person as in Uganda. The federalism that
UDU has been recommending is basically in line with the Swiss experience.
