Political and appointed structure that is not an issue,  

 

Federalism works under  different types , according to the Nature of the
Traditional and Norms surrounding the area. The way how it works in Germany
is different from that in  Tanzania, 

 

 

Elections have got  different Approaches , for example the way it is done in
US is different from UK, though all remain holding   Democratic principles.

On this Gwokto La'Kitgum  i disagree with you, 

 

 

Federalism can work in Countries with both chiefdoms, and Kingdoms for
example Malaysia.

 

In areas were Chiefdoms, and Kingdoms are cherished , it happens to be an
advantage of the already existing Government.
