How will you combine the two when Federal structures are political
structures and participants in all political structures are elected, Kingdom
structures are not elected but appointed? Is Federalism going to make Uganda
politicians appointed?

On this Gwokto La'Kitgum i disagree with you,
Federalism can work in Countries with both chiefdoms, and Kingdoms for
example Malaysia.
In areas were Chiefdoms, and Kingdoms are cherished , it happens to be an
advantage of the already existing Government.

Regional
Presidential
Monarchical
High breed etc
