Ugandans as he so could. Right now I am walking with the Amin/Acholi issue but
with time, I think we need to take on the Obote Mutesa issue as well. I am just
tired with history being discussed in generalities. How did Obote put the
kingdoms on ice when all MPs remained in Uganda and fully functioning? May be
the debate should start with what did they do as Buganda MPs now that Mutesa
had climbed a fence and ran as a very little girl from the very manajatwa he
had started with Uganda government? Look and this is the problem I get when I
read these statements for they get believed by the members of the forum when
they are simply untrue, Ocen Nekyon last night stated that the Queen cannot
fire a prime Minister. Friends let us make statements in public but very

We can denounce Kawenkene Obote for abolishing kingdoms and doing away with
local government to promote local administrations under his one-man direction,
but the fact of the matter is that Bonabalikaaba Museveni has gone a step
further, by not only concentrating all political power into his hands, but also
reaching even for all other systems that hold up the state.
In the case of Museveni, we cannot even talk of a one party system that Obote
tried to create, but we are looking at a one-man system or single-man affair.
This is effectively a dictatorship.
Any suggestion that the Decentralization Statute of 1993 restored local

Subsequently the power that had been decentralized to local governments by the

The quasi Federal/Unitary state you are talking about was buried in 1967. All
the political powers to run Uganda are enshrined in one state: The Republic of
Uganda.
A Unitary System a can devolve it's powers to smaller units just is the case
in the United Kingdom as a great example.
Devolving of powers to Regions does not change the fact that Uganda is a
Unitary state. This case can best be seen in Kenya where some of the powers
have been devolved to the Counties, while remaining a Unitary state.

Moses, under 1995 constituion, powers that are devolved to local governments
are not reassumed by the centre unless in case of a state of emergency. Depite
being in a voluntary exile, read well your constituion and l asusme that you

Uganda is a quazi federa;/quazi unitary more especially with 2005
constitutional amendments some of which have not yet been operationalised.
In any constitutional monarchy, England i nclusiove, the king or queen acgts in
accordance with the advice of the Prime Minister but not on his or her own.
As for the minority to dominate government and national resources, this is is
in all capitalist counties led by US whether republican or not.

were people including my goodself who have dedicated their lives to reversing

Prof. Apolo Nsibambi writes a book, National Integration in Uganda 1962-2013,
published by Fountain Publishers, launched by Voice President Edward Ssekandi
this afternoon, price 30,000.
It is one of the best books dealing on contemporary Bugada, Northern and
Karamoja issues in Uganda.
However on Amin's role on integrating Buganda in Uganda, Nsibambi has forgotten
restoring traditional names like South Buganda and north Buganda provinces,
Buddu, Kyaggwe, Bulemeezi and Mmengo districts.
Nsibambi calls for one democratically elected government but under the Kabaka.
He blames Mmengo for rejecting Regional Governments. But the center should also
be blamed for not devolving power to other regions like Busoga and Bunyoro,
where kings demanded it, and Acholi and Lango where elders and politicians
demanded it.
