One of the problem facing Uganda is a failure to directly address violence. My 
God we have grown up in violence all  our lives. Some have been public but some 
have been private as well. Yet to today 28/06/2015, there is no single case 
that has ever been filed against any one that has committed such violence.  
When UNLF/A came to Uganda in 1979 they started by calling every crime 
committed a crime of Amin’s training. So every one that was arrested for a fair 
crime, let us say theft, they would walk you in a nearby bush and summarily 
execute you. UNLF/A never believed into taking people to courts. The people 
that did all such murders are today walking free in Uganda.

 

There is a well and very well concerted effort by those that were murdering 
people in Uganda to stop or impede any one that stands up to raise the violence 
done in our country. In fact before I started the series in these forums, no 
one wanted to ever raise the violence that was done and probably continues in 
Northern Uganda. Yet you and I know it was and still astounding. Making these 
violence public is very important if we are to ever stop it, we learn about 
them, but we build a society to demand the laws to protect it. What people 
really died in Luwero? What Moslems were murdered in Lake Katwe? What Moslems 
were killed in Mbarara? What people were murdered in Kanungu? But most 
importantly who murdered them? And until when we start to send a  message out 
there that if you murder a Ugandan you will be held responsible, the funerals 
will continue sir.

 

What happened in West Nile was unforgivable, and calling it a crime is an 
understatement. Again as you have wobbled us through Luwero without due 
process, you need to move forward by ignoring what happened to these poor 
people, whose wives were raped and babies pounded in Ebinnu to death, and today 
you are preaching to us that reproach took place between the two people 
already. Akim Odong what West Nilers sat with Acholi to get this reproach? 
Which city hosted this meeting? What names were listed of the Acholi that 
murdered these people? Akim Odong, who wrote on West Nile schools words “You 
will always remember that Acholi Boys were here”? And yes you send your staff 
to Pakwach without a  flinch for that is how Uganda runs. Do you think Acholi 
do not go to Luwero today? They actually do for they care at no body they are 
about no feelings of others, for no one ever holds them responsible for their 
actions. That is why you do not move from violence always. What intelligent 
Acholi should go into Luwero today? What intelligent Acholi would go to Ombacci 
today? But they go for neither you nor them support due process, to arrest 
those that commit such crimes. I would not even be surprised if Mugisha 
Muntonyera today builds a home in Mukura. Hey how about Tinyefunza and Samson 
Mande building homes in Gulu and Lira respectively? The silliness in our 
country is so appalling that it stinks to high heavens man !!!!!!!!

 

This only happens in Uganda a country where you murder a pile of people and go 
home to feed your twerps no questions asked.

Yes; there is more than possibility that Acholi will be writing cheques to 
sustain Buganda, why i say this is because economics, like the weather does 
change. Jinja used to be the engine or the manufacturing base of Uganda but it 
has now jiggers to show for it. I will not go into the reason why , but the 
fact still remain that it has gone down in the rankings. Similarly, Luwero your 
home town used to survive because of it's proximity to Bombo barracks and the 
buses that plied the northern route but now, Luwero has grown so much 
economically and could easily write a cheque to far flung regions like Rakai. 
Equally, time will come when Acholi will be the economic hub of Uganda because 
the potential is there. So that is blind fear.

were respecting laws, Ontarians were not decapitating Nova Scotians, and if you 
killed anyone the law was at your door. Your using Federalism as a democratic 
panacea on the woes of Uganda is very delusional.

6} If the entire country is divisible, why isn’t Buganda divisible  so that we 
get two or three federal states in Buganda due to its size?

Mulindwa; from time immemorial, Buganda has been divided in many forms. Along 
clan, Szaza, counties, district demarcations to mention but a few. I have 
stated a trillion times here that UFA is going to let the people decide on the 
model of federalism and this includes sizes, division, population etc. The one 
thing that i would recommend is that, Kampala will remain an independent state, 
so that it remains the administration capital. I know there will be objections 
but there political compromise can always be reached. 

 

 

3} If we are abandon unitary for Uganda is too big to be lead from Kampala 
isn’t Buganda also too big to be lead from Mengo?

 The political structure will be headed by the political leader and Mengo by 
the Kabaka; all with distinct roles. And it will not be the first in the world.

party’s like Kabaka Yekka which would have defended the interests of Buganda in 
Parliament?

Federalism is not about Buganda but about Uganda. We have de-Bugandanised 
federalism. The Baganda people are independent politically and its not fair to 
suggest that they would all follow the same party. I can assure you that there 
are Baganda, for instance, who do not take the monarchy to heart so, drop that 
crap of homogeneity in political allegiance.

And do not lose sight of the fact that religion in Baganda is a factor one 
cannot ignore.

We have to come to learn one thing about you. You don't shy away from topics, 
even when they are out of your "league". It does not matter if  your 
contribution will adds nothing of substance, you will at least try to convolute 
the subject, Add value to a discussion, rather than thinking just jumping in 
and making stale statements.

 

Of course we may not have federalism for next 100 or even 1000 years (to please 
you!!!), but at what cost??? Well, I can tell the cost, - stagnation, political 
chaos, backwardness, bad government, corruption, and tribal conflict. The 
majority of Ugandans will live in chronic poverty, including your own Nubi/ 
Lugbara people. 

 

What are your suggestions on how we move the country forward? Try and 
think!!!!!! As you enjoy freedoms in Canada, a federal state, the Nubi/ Lugbara 
in West Nile want the same freedoms.

 

I suggested that you all read about how federalism functions in Canada, 
Switzerland, and how the European Union works. Don't forget to read Gregory 
Fossedal's Direct Democracy in Switzerland. Please don't just jump in!!!!!!'

 

You remind me of some of my students, who always felt they had to answer a 
question, even if they had no clue what the answer should be!!!!!!! Add value 
or just read what others are contributing. I think people like Ocen and Dr 
Kayondo are adding value to this discussion, albeit meeting better value from 
the federalists.

 

I believe strongly unlike you, Mr Mulindwa, that I will see Uganda federalise 
in my life time. More voices are joining us in a quest of a lasting solution 
for peace!!!
