There are many answers to the above question, but I will point out the
strongest reasons to start with in bullet points:

*       Museveni came to power at a time when Uganda is 100% divided along
political, regional and tribal lines, but most importantly, lack of an
original leader with very strong appeal and capable of assembling a divided
nation.
*       Museveni has managed over the last 30 years to turn every Ugandan
who can read and write into a reporter. All these Ugandans who can read and
write both inside and outside the country do only one thing, talk and report
on what Museveni does on a daily, weekly, monthly and yearly basis. He has
the ability to create situations that takes away attention from one thing to
another. In effect, Museveni has done away with original thinkers
particularly in the area of politics.
*       The development of the World Wide Web has been one of the greatest
blessings Museveni has ever had. Forums such as UAH where members fight with
themselves has given Museveni the capability to understand the minds of
Ugandans. The most important element of this the forum clearly demonstrates
how disorganized Ugandans in the diaspora are. There are like monkeys
jumping from one tree branch to another. To make it even better most members
of UAH are graduates of the Luweero Triangle War College. As the saying
goes: Birds of the same feather flock together". They may pretend to fight,
but it is al brotherly and sisterly fight.
*       The existence of UNAA is another playground for Museveni. It is one
of the greatest assets he has outside. With his money funding the gathering
every year, he gets classified reports since 90% of the members are
post-graduate students of the Luweero Triangle War College.
*       The behavior of the opposition leaders such the one of Besigye, can
never be supported by the international community as an alternative to
Museveni. That is why it cares less about his imprisonment. And Museveni
knows that.
*       He has been able to dismantle UPC by incorporating it into NRM
leaving Olara Otunnu in the cold. He has effectively exploited the
Langi-Acholi divide. With military action starting in the Acholiland as
usual, Otunnu may join Besigye in Luzira soon. People like Chris Opoka who
supported the takeover of UPC by Olara Otunnu may find themselves on the
first flight back to Canada.
*       Lack of original leaders in Uganda has given Museveni the ability to
turn Uganda into a family business. This is because both UPC and DP lacked
leadership from the time Obote was overthrown in 1971. The Moshi gathering
and the eventual return of the exiles was to put the final nail on the
coffin that took Uganda down giving Museveni a chance to turn Uganda into
Rwanda. And that is what Uganda has been since 1986. Rwandans control Uganda
and Ugandans are refugees in a country they once called there and hosted
Rwandese as refugees. It is now the other way around. Even if Museveni
leaves power tomorrow Uganda will no longer be what it was supposed to be
when it got independence on October 9th 1962. 

We are sold out like a movie ticket.
