While the FBI and the CIA can leak to the Washington Post and the New York Times, he noted, they do not have the subpoena power of the attorney general. He explained that then-National Security Adviser Admiral Mike Rogers discovered in the Spring of 2016 that the NSAs comprehensive database collecting all electronic communications in the United States was being searched by unauthorized FBI contractors. Rogers moved to cut off that access and also visited Donald Trump during his campaign, after which Trump move his campaign headquarters from Trump Tower. DiGenova concludes that the launch of the probe of Trump, Crossfire Hurricane, and the FBIs effort to obtain FISA warrants were not primarily to initiate spying on the Trump campaign. Instead, the intent was to provide legal grounding for the spying on political opponents that had taken place since 2012, he said. DiGenova also said he believes the NSA database contains the 30,000 emails that Hillary Clinton deleted from her server. He said the U.S. attorney appointed to review the FBIs investigation of Clintons mishandling of classified information, John Huber, will have access to those emails.
