No, that's ok.  I just missed it because I knew it was called
Jira before; your name is better.  I'd call it "Issue tracker"
myself, but that's not a strong preference.

Whatever you want to call it.  When I click a navigation link, my
expectation is that I'll still have the same navigation bar
afterwards, with only the contents on the right changed.  But I'm
ok with the way it is, it just surprises me.  If you have a real
navigation bar and frames, you can show content that's from all
over the place, so it's not really a question of going off-site.
It's just a question of the UI experience.

No special decoration for off-site links is necessary, imo.

Just to be clear: I'm ok with your proposed changes.  Overall,
this will be a major improvement to our website.  Thanks for
doing the work.
