I think it was by design to add the latest official UIMA release as dependency
and not the current UIMA snapshot. The reason for that was that Sandbox
components should compile also if the user hasn't compiled the UIMA core
framework itself - all released UIMA core framework versions are uploaded to
the Maven repositories and can be referenced from there.
