I'm sorry, but I still can't find the source repository for the CASEditor.
Maybe it's only monday and my brain doesn't want to startup :)

Yeah it moved out of the sandbox into main UIMA. Thats it new home:

To build it just follow the UIMA build instructions. It is now packaged
as a eclipse
plugin and not anymore as a RCP application. To run it just copy over
the uima runtime
plugin and the cas editor plugin into the eclipse plugin/dropin folder.
After the release it will be available through our update site.
