It's worth having a chat with samknows.com. They provide independent network performance monitoring services to Ofcom, the European Commission and the FCC in the US.
They make their own routers which sit on the network, generally as a passive bridge between the edge router and the LAN, and constantly analyse available bandwidth, latency, packet loss etc, or whatever it is you want to monitor. Obviously this is going to be a more costly option than others, but it would give you an irrefutable and detailed report you can give to your end user. There are several customer proxy servers which we suspect introduce problems, so we're trying to take them out of the picture. Does anyone have any recommendations here?
