You are aware, I assume, that there is no legal obligation on the part
of an innocent by-stander to intervene in these circumstances either?

Of course, most people think intervening in muggings is a morally
admirable thing to do (apart from the police, who tend to take a view of
"have-a-go-heroes" that ranges from sceptical to outright hostile), but
somehow we have maintained this lack of a duty to intervene at common
law since, quite literally, time immemorial.
