Everybody can be part of the RIPE community. What you probably mean is that you are not an LIR (or member of the RIPE NCC). The normal procedure is to go to an LIR (usually your upstream provider, or maybe your colocation provider), a list of LIRs in United Kingdom is available here: https://www.ripe.net/membership/indices/GB.html A LIR can help you request IP space for a fee, it's the purpose of an LIR to distribute IP space to enterprises like you. The second thing you need to do is to get somebody to route the IP space towards your equipment. If you get a /24 or /48 it would be easiest if your current connectivity provider arranges this part for you.
