So you want PI space unless you will be suballocating blocks to customers in which case you will need PA space and will probably want to become an LIR yourself as it may get expensive doing all your customer allocations via someone else. For PI either ask your existing provider to apply on your behalf or find another RIPE LIR to do it. You will need an ongoing contract with *a* RIPE LIR at any given point but it can be moved and it doesn't have to be your transit provider, there are various network management type companies who can do this or you could use another ISP (though if there's someone you're thinking of using for transit with whom you already have good relations then they might be a good choice).
