Err, me? I'd guess the MNOs are bidding for 800MHz (and that's generate most of the revenue), they have coverage obligations etc. The 2.6GHz I'd guess is BT (Niche Spectrum Ventures) and MLL who can offer localised LTE services (MLL to co-exist with their low power GSM license - know the lot developing their LTE stack) and BT for incorporation into Home Hub or just offering local LTE data hotspots. 2.6GHz isn't much good for wide area coverage but can deliver lots of local bandwidth. Maybe used for offload. Some of the MNOs may also bid for this.
