We had a similar issue with significant Cisco donations for F-root at ISC. What Cisco managed to do once, but we never quite figured out how to get repeated, was to have them ship the goods *internally* (i.e. while still Cisco property) to the relevant country through their channels, and have the donation transacted in-country. I don't think the Internet usual suspect who arranged this works for Cisco anymore, however. Keith
