No one has "actual bandwidth" (what ever that may be) in Bournemouth,
no C4L or Virgin, they are going to be backhauling you to London
docklands for example. The Internet is everywhere and nowhere so you
may need to rethink that part or clarify what you mean.
To be fair, C4L do have a full IP PoP in Bournemouth so if it is crucial
for you, the other end of your /30 can be a router in Bournemouth rather
than London.
That aside though, the general point stands. There isn't yet a
Bournemouth Internet Exchange :)
