AFAIK there's been a marked increase in usage of DPI to intercept DNS
requests to 3rd parties which are then responded to by the ISPs DNS servers
(e.g.
https://survivetheclaireperryinter.net/2014/09/29/filters-are-for-coffee-not-the-internet/
)
