Circumvention measures are widely available, as most of the blocking is simple DNS stuff - changing to Google DNS (which many 'power users' do anyway for some reason, ime) or your own resolver will 'evade' the block on most ISPs. AFAIK there's been a marked increase in usage of DPI to intercept DNS requests to 3rd parties which are then responded to by the ISPs DNS servers (e.g. https://survivetheclaireperryinter.net/2014/09/29/filters-are-for-coffee-not-the-internet/ )
