Where we have kit then it’s a loopback on something of ours, or the IP
of the adjacent provider’s kit for transits. For the geographic ones,
they are chosen at pseudo-random by some of our engineers who get the
task of finding / replacing targets as they come and go. The geo ones
are more to give a general view of things (like when a whole country
has issues then they can look for a common provider in the traces
etc.). It’s just grown over the years really...

Robert, just curious, when you measure toward these networks, what
resources are you probing on the far end? I wouldn't imagine it's a
p2p IP address on their/your router, but I could be wrong...
